Contracting Division

Welcome to the Contracting Office website. We are responsible for supporting the Rock Island District's mission by soliciting quality contractors that can provide supplies, services and construction to accomplish the District's mission in accordance with Federal, DoD, Army, and Corps of Engineers Acquisition rules, regulations and guidance.

We issue contracts in support of the District’s mission to administer Federal water resource development programs in large portions of Iowa and Illinois and smaller portions of Wisconsin, Missouri, and Minnesota.  We contract for supplies, services, and construction that are required within the District boundaries.  The area covers 78,318 square miles and essentially includes a drainage basin for 314 miles of the Mississippi River from Guttenburg, Iowa, downstream to Saverton, Missouri, and 268 miles of the Illinois Waterway from Lake Street on the Chicago Sanitary Ship Canal and 130th Street on the Cal-Sag Channel to Mile 80 on the Illinois River and tributaries thereto within the boundaries of the Rock Island District.

NOTICE TO ALL VENDORS AND PROSPECTIVE CONTRACTORS

Contractors must have a current registration in the System For Award Management (SAM) prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement. Lack of a current registration in the SAM database will make an offer or ineligible for award.

Accident Prevention Plans (APP)

Before initiation of work at the job site, an Accident Prevention Plan (APP) shall be reviewed and found acceptable by the Government Designated Authority (GDA).

APPs shall be developed and submitted by the Contractor. The Contractor shall address each of the elements/sub-elements in the outline contained in Appendix A of the EM 385-1-1 in the order that they are provided in the manual. If an item is not applicable because of the nature of the work to be performed, the Contractor shall state this exception and provide a justification.

Operations Security (OPSEC) Training
