Habitat Rehabilitation and Enhancement Projects

 

 

 

 

Mud LakeThe Upper Mississippi River Restoration Environmental Management Program's (UMRR-EMP) Habitat Rehabilitation and Enhancement Project (HREP) component has successfully combined a broad range of construction techniques with approaches that strive to use or mimic natural riverine processes, providing benefits to the river at a system reach, pool, and local scale.  UMRR-EMP’s HREPs are multi-faceted, allowing a single project to enhance multiple types of habitat and benefit many species.  Projects address specific ecological goals and objectives, which partners identify through a comprehensive planning process.  The UMRR-RMP HREPs employ several restoration techniques, including shoreline protection, island creation, water level management, backwater dredging, secondary channel modifications, aeration, and floodplain and tributary restoration.


The UMRR-EMP HREPs continually build upon lessons learned in construction and managing prior projects, as well as UMRR-EMP’s foundation partner coordination and implementation mechanisms, including:
  • Interagency groups in each of the three UMRS Corps Districts that help identity, prioritize, and select projects;

  • Documentation of the design methods and performance of UMRR-EMP HREPs;

  • Protocols for monitoring the physical, chemical, and biological impacts of projects;

  • System-level interagency coordination to exchange informant and enhance approaches to project design, construction, contracting, and monitoring; and

  • Established mechanisms for soliciting public input and involvement.

Project planning, engineering, construction and monitoring approaches have evolved with the program, resulting in improved habitat benefits to project costs ratios.  UMRR-EMP is continually enhancing its restoration techniques, using lessons learned from existing projects and new research findings.  Many of the insights gained are captured in the 2006 Environmental Design Handbook, which facilitates the transfer of knowledge and experience both within and beyond UMRR-EMP.  The Handbook also documents EMP’s approach to adaptive management, which is a key to the Program’s success.  The HREP component has fostered interdisciplinary and collaborative planning for habitat restoration, preservation, and enhancement previously unknown on any other river system in the United States.

on the Upper Mississippi River System

  • St. Paul District implements HREPs on the Mississippi River above Lock and Dam 10 at Guttenberg, Iowa (Pools 10 and above).  Information on HREP Projects in the St. Paul District can be viewed here.

  • Rock Island District implements HREPs on the Mississippi River between Lock and Dam 10 and Lock and Dam 22 at Saverton, Missouri, (Pools 11 through 22); and on the Illinois Waterway above river mile 80 (including LaGrange and Peoria Pools).  Information on HREP Projects in the Rock Island District is available below.

  • St. Louis District implements HREPs on the Mississippi River south of Lock and Dam 22 to Cairo, Illinois.  Information on HREP Projects in the St. Louis District can be viewed here.
