Regulatory Division (Permits)

Welcome to the Rock Island District Regulatory Division. We are located at USACE Rock Island District Headquarters in Rock Island, Illinois. We have Regulatory jurisdiction over most of the state of Iowa, approximately two-thirds of the state of Illinois, and the northeastern portion of the state of Missouri.

The Department of the Army Regulatory Program is one of the oldest in the federal government. Initially it served a fairly simple, straightforward purpose: to protect and maintain the navigable capacity of the nation's waters. Time, changing public needs, evolving policy, case law, and new statutory mandates have changed the complexion of the program, adding to its breadth, complexity, and authority.

The Regulatory Program is committed to protecting the Nation's aquatic resources, while allowing reasonable development through fair, flexible and balanced permit decisions. The Corps evaluates permit applications for essentially all construction activities that occur in the Nation's waters, including wetlands.

New! Regulatory Automated Permit Application System

Exciting news! USACE is thrilled to announce the upcoming launch of the Regulatory Request System (RRS). This new web-based platform will streamline the submission process for permit applications and jurisdictional determinations, making it easier and more efficient for the public to interact with our program.

The RRS is currently in development and is projected to go live in Spring 2024. Once launched, users will be able to electronically submit their applications and other necessary information, reducing the need for paper-based submissions.

The RRS was developed to improve the overall experience for those engaging with the Regulatory Program and we are committed to providing support and guidance during the transition period.
