Report to Congress (RTC)


The UMRS-EMP is a multi-agency, multi-state effort that includes long-term monitoring and habitat restoration. The Report to Congress (RTC) was a requirement of the UMRS-EMP authorizing legislation. The purpose of RTC is to describe and evaluate the effectiveness, strengths and weaknesses of the programs carried out under the Upper Mississippi River System - Environmental Management Program and propose recommendations for the modification and continuance or termination of such programs.
