  • Adair County Conservation Board (CEMVR-RD-2023-0064)

    Expiration date: 4/8/2023

    The applicant proposes to level and slope then place erosion stone along the entire shoreline of Lake Orient, approximately 4,689 linear feet, for bank stabilization. After the bank has been stabilized, grass seed will be placed on the exposed dirt to help further prevent erosion. The applicant also proposes to place approximately 4,500 square feet (0.1 acres) of rip rap at a water depth of 8 feet for fish habitat enhancement.

  • Re-issuance of Regional General Permit 26 Emergency Reconstruction and Repair Activities for Flood Damaged Areas in all Waters of the United States in the State of Illinois (CEMVR-RD-2022-0504)

    The District Engineer, Rock Island District, Corps of Engineers, is proposing to re-establish this regional general permit for emergency flood repair fills and for proposed emergency repair measures for flood damaged areas. In the past, the regional general permit was only authorized for work in waters of the United States associated with emergency reconstruction and repair activities in counties declared flood disaster areas by the State of Illinois. Regional General Permit 26 is being proposed to include emergency flood repairs in counties in the State of Illinois, regardless of whether a federal disaster has been declared. It will be in effect for a period of 5 years, at which time it will be re-evaluated. There were no individual projects authorized under Regional General Permit 26 between the period May 15, 2017, and May 15, 2022, in Rock Island District. There was one (1) individual project authorized under Regional General Permit 26 between the period May 15, 2017, and May 15, 2022, in St. Louis District. Chicago, Memphis, and Louisville Districts did not participate in Regional General Permit 26 in the previous 5 years but Chicago and Memphis Districts are participating in this re-establishment of RGP 26.

  • Mar-Ops South LLC (CEMVR-RD-2022-0863)

    Expiration date: 3/11/2023

    This is the second public notice, the project location, amount of clean aggregate fill, amount of material removed, and impacts have changed slightly – moved 300 feet to the south, see exhibits. The applicant is proposing to install a replacement dock and one dolphin along the east bank of the Illinois River. The dock will be approximately 700’ long (wall facing river)with a wing on the south end and a wing going back into the bank on the north end. Approximately 12,210 cubic yards of clean aggregate fill will be placed behind river facing wall. The dolphin will be installed approximately 155’ north of the replacement dock. Mechanical dredging, excavating with a crane and clam shell bucket, will remove approximately 37,000 cubic yards of material which will be trucked to upland area. Roads to the existing dock will remain the same but new gravel or pavement will be placed prior to operation. The project will impact approximately 0.87 acres of forested wetland, trees will be removed on the southern end of the bank where the replacement dock will be located. The purpose of the project is to provide an area to facilitate loading and unloading of dry and liquid commodities on the Illinois River near Hennepin, Illinois.

    The applicant proposes to construct two regional stormwater detention basins (NE Industrial Regional Detention Basin) on an unnamed tributary of Mud Creek, to include excavation for two wet pond detention basins; earth fill for two dams; concrete principal spillway weir (north pond); concrete principal spillway riser and circular outlet pipe (south pond); earthen auxiliary spillway; barrier dam fill (south pond); recreational trail relocation (south pond); channel relocation (north pond), barrier dam fill (south pond), flood plain fill (north pond).

  • Union Pacific Railroad (CEMVR-RD-2019-1371)

    Expiration date: 2/14/2023

    Project Location: The project is located along the Wapsipinicon River and associated wetlands in Section 14/15, Township 81 North, Range 1 East, Clinton County, Iowa, approximately 2,450-feet southeast of the intersection of 235th Street and 142nd Avenue near the town of Wheatland. Project Description: The project includes the removal and replacement of an existing railroad bridge across the Wapsipinicon River at Milepost 33.31 on the Clinton Subdivision in Clinton County, Iowa. The proposed replacement bridge will occupy the same footprint as the existing bridge. Dimensions of the new structure will be approximately 376.5-feet in length by 36-feet in width. Temporary bridges will be constructed to the north and south of the existing bridge for construction equipment access and will be removed upon project completion. An existing roadway off of US Highway 30 will be used. Tree trimming/removal may be needed along this road. Equipment/material staging will be located in a fallow agricultural field located to the southwest of the bridge. Construction of the new bridge will include temporary cofferdams, grading, and the installation of two new piers as support structures. Impacts from this project include approximately 0.098-acres of permanent stream impact from pier construction. Permanent impacts to adjacent wetlands will include 2.74-total acres. Approximately 2.4-acres of forested wetland will be converted to emergent wetland during construction activities, while 0.34-acres of forested wetland will be permanently affected by fill material. Temporary impacts to additional emergent, scrub-shrub, and forested wetlands will include approximately 4.05-acres. These disturbed areas will be returned to pre-construction conditions.
