  • Kinder Morgan Pipeline Maintenance Project within the Muscatine Island Levee District (2021-0015)

    The proposed project will require the modification of the pre-existing natural gas pipeline to accommodate in-line inspection devices, known as “smart pigs”, to maintain compliance with U.S. Department of Transportation Pipeline Hazardous Materials Safety Administration pipeline safety regulations. The proposed project activities will involve the excavation of a segment of pre-existing Amarillo No. 2 pipeline, dewatering of the excavation, temporary storage of spoil stockpile, removal of the existing receivers, valve replacement or addition, and changing out of tees. These proposed construction activities will occur within the Muscatine Island Levee District’s Right-of-Way. The proposed project workspace limits within levee right-of-way will be approximately 2.71 acres.

  • City of Cincinnati, Iowa (CEMVR-RD-2021-1310)

    Expiration date: 12/15/2021

    The Applicant proposes to upgrade and improve an existing wastewater treatment plant that serves the City of Cincinnati, Iowa. This proposal includes the following: The existing lagoon infrastructure for primary and secondary treatment will be retained and a 4-cell aerated Horizontal Flow SAGR will be constructed south of the existing facility. Ultra-violet (UV) disinfection for treatment of E.coli is planned for construction at the same location. A waterway will be constructed from the east and a 1.4-acre pond will be built on a small tributary coming from the south. As a result of this project, 1.38 acres of wetland (0.25 forested and 1.13 emergent) would be filled and a yet to be determined amount of stream will be impounded behind the earthen embankment. This project has received a Categorical Exclusion from the USDA Office of Rural Development.

  • Shadow Creek V & VI, LLC (CEMVR-OD-P-2020-148-1)

    Expiration date: 12/15/2021

    In 2020, the Applicant was issued a DA Permit to impact 1.44 acres of emergent wetland, 0.04 acres of forested wetlands, 481 linear feet of intermittent streams and 129 linear feet of perennial streams. The impacts were for the development of a new residential subdivision that included tree removal, mass grading, utility installation, road construction and the installation of two storm water detention basins. The project is currently underway and the required compensatory wetland and stream mitigation has been completed. The purpose of this public notice is to solicit comments to modify the permit to include an additional 0.31 acres of wetland, 634 linear feet of perennial stream and 185 linear feet of ephemeral stream. These impacts are for additional impacts as part of the expansion of the permitted subdivision. Impacts will include streets, grading for homes and additional utilities. In addition to these impacts, the Applicant self-reported 190 linear feet of perennial impacts to a portion of a stream from the previously permitted area.

  • Holiday Harbor Inc. - 2nd Notice (CEMVR-RD-2021-0409)

    Expiration date: 11/26/2021

    The purpose of the project is barge mooring and fleeting. The proposed work consists of placing 9 concrete block anchors on land, 300 feet apart, along the length of the barge fleeting area, with cables attached to the blocks for the barges to tie up to. The barge fleeting area will be 2,500 feet long and 140 feet wide along the west side of Chillicothe Island, but outside of the navigation channel, from mile marker 180 to mile marker 180.7.

  • Green River Drainage Dist. 3 (CEMVR-OD-P-2019-587)

    Expiration date: 11/2/2019

    Applicant placed 476 cubic yards of fill into Normandy ditch effectively creating a dam. The applicant placed a 60 inch equalizer tube with a 60 inch flapgate in an effort to divert water from Normandy Ditch to Walnut Ditch. The dam measures 38-foot at the base by 14-foot-high, the galvanized steel equalizer tube measures 70 -foot -long by 60 inch diameter.

  • CF Industries, Seneca Facility (CEMVR-OD-P-2019-1212)

    Expiration date: 11/22/2019

    The applicant proposes to perform commercial dredging at the existing CF Industries Facility in Seneca, Illinois.

  • Ozinga Materials LLC - Clean Construction and Demolition Debris (CCDD) Facility (CEMVR-OD-P-2019-1372)

    Expiration date: 1/15/2020

    The applicant is proposing to convert a former quarry into a Clean Construction and Demolition Debris (CCDD) facility, which will be used to accept certified and tested uncontaminated concrete, brick, rock, stone and dirt. The project will be constructed in two phases. Phase 1 will be initiated by the construction of a berm which will require the filling of 5.05 acres of Waters of the US within the former quarry. The remaining 5.91 acres of the water behind the berm will receive CCDD material for an estimated 10.6 years. Phase 2 will be initiated by the construction of a berm which will require the filling of 1.11 acres of water within the former quarry. Phase 2 will receive CCDD material for an estimated 12.7 additional years. The project will impact a total of 10.96 acres of water for Phase 1 and 9.35 acres of water for Phase 2. The purpose is to meet the demand for CCDD facilities in Illinois.

  • U.S. Geological Survey (CEMVR-OD-P-2019-1116)

    Expiration date: 1/2/2020

    The applicant is proposing to deploy an acoustic deterrent system. The placement of the acoustic deterrent system has been previously authorized under Nationwide Permit #5 on November 25, 2019. In order to access the location of the acoustic deterrent system, approximately 550 cubic yards of sediment will need to be dredged. The placement of the dredged material will be placed in an upland, non-wetland location, approximately .75 miles Northeast of the project area.

  • Town of Normal (CEMVR-OD-P-2019-1421)

    Expiration date: 2/11/2020

    The applicant is proposing a stream bank stabilization project on the north branch of Sugar Creek between College Avenue and Blair Drive. The north and west branches of Sugar Creek are areas identified as a public hazard and a poorly maintained channel corridor with steep and poorly vegetated streambank slopes.

    The applicant proposes to perform commercial dredging at the existing, SABIC Innovative Plastics facility in Ottawa, Illinois.
