On January 8, 2026, the U.S. Army Corps of Engineers (Corps) published a final rule in the Federal Register (91 FR 768) announcing the reissuance of 56 existing nationwide permits (NWPs) and issuance of one new NWP, as well as the reissuance of NWP general conditions and definitions with some modifications. These 57 NWPs will go into effect on March 15, 2026, and will expire on March 15, 2031.

The U.S. Army Corps of Engineers (USACE), Rock Island District, has combined the Illinois Stream Mitigation Method and the Iowa Stream Mitigation Method to create the Rock Island Stream Mitigation Method (RISMM). The RISMM establishes a standardized approach for determining the amount of stream mitigation credits required to offset unavoidable impacts and the amount of stream mitigation credits generated through mitigation activities within the Rock Island District, which encompasses Iowa and Illinois.

Rock Island District proposes to re-authorize a regional permit to authorize the construction, modification and maintenance of non-commercial, recreational, single-family, community and public, floating and/or pile-supported dock facilities; and associated floating and or pile-supported, water-based structures in Section 10 Waters. Associated water-based structures include, but are not limited to walkways, fixed decks, boat hoists and jet-ski floats.

On June 18, 2025, the U.S. Army Corps of Engineers published in the Federal Register its proposal to reissue 56 existing nationwide permits (NWPs) and issue one new NWP. One NWP is not proposed for reissuance. Missouri is covered by five Corps Districts (Kansas City, St. Louis, Little Rock, Memphis and Rock Island). The KCD, as the lead district for Missouri, and in coordination with the other four Districts, is seeking comments on the proposed regional conditions and seeking comments on the need for additional regional conditions to help ensure that the adverse environmental effects of activities authorized by the proposed NWPs are no more than minimal, individually and cumulatively.
