The Navigation and Ecosystem Sustainability Program (NESP) has been suspended since June 2011 due to lack of appropriations (funding) by Congress.
Funding for NESP was provided from Fiscal Year 2002 (Oct. 1, 2001 – Sep. 30, 2002) through Fiscal Year 2010 (Oct. 1, 2009 – Sep. 30, 2010) by Congressional action. Funding was used from 2005 to 2010 to conduct preconstruction engineering and design (PED) work.
PED activities included formulation and design of approximately 30 ecosystem restoration and navigation efficiency projects. Approximately $54 million of ecosystem and small-scale navigation projects were being developed for implementation.
No construction funds for any NESP project have ever been appropriated. If funded, construction of ecosystem restoration projects and small-scale navigation projects could start within the first year following receipt of construction funds.
