Maj. Matthew M. Fletcher assumed his duty as the Deputy Commander for the U.S. Army Corps of Engineers, Rock Island District, on August 7, 2023.
Fletcher is a native of Fort Worth, Texas, and earned his commission as an Engineer Officer through Reserve Officer Training Corps at Texas A&M University in 2008. His first active-duty assignment was Company Executive Officer of Headquarters and Headquarters Company (HHC), 4-3 Brigade Special Troops Battalion (BSTB), 4th Infantry Brigade, 3rd Infantry Division at Fort Stewart, Georgia. He also served as a Battle Captain, Platoon Leader, and a Company Executive Officer before attending the Engineer Captains Career Course and graduating from Missouri MS&T in 2013.
In 2013, Fletcher was assigned to 14th Brigade Engineer Battalion (BEB), 2nd Stryker Brigade, 2nd Infantry Division at Joint Base Lewis-McChord, Washington. He served as the Assistant S3 and Battalion S4 before taking Command of Alpha Company and HHC Brigade. After completing Company Command in 2017, he was assigned to the U.S. Army Corps of Engineers Headquarters in Washington, D.C. where he served as the Executive Officer for the Deputy Commanding General of Civil Works and Emergency Operations. In 2019, he attended the Command and General Staff College at Fort Leavenworth, Kansas.
In 2020, Fletcher was assigned to Fort Carson, Colorado, and the 4th Infantry Division Headquarters as a Plans Officer in the G5 before transitioning to 4th Engineer Battalion, 36th Engineer Brigade to serve as the Battalion S3 and Executive Officer.
Fletcher deployed in support of Operation Iraqi Freedom and Operation New Dawn where he conducted combined route clearance operations with the Iraqi Army as a platoon leader. He has also deployed in support of Defender Europe 23 where he executed wet gap crossing operations with NATO partners in Romania as the Battalion Executive Officer.
His professional military education includes the Engineer Officer Basic Course, Airborne and Sapper Schools, the Engineer Captains Career Course, Explosive Ordnance Clearance Agent Course, the Command and General Staff College Intermediate Level Education, and the Red Team Course. He holds a Bachelor of Science in Industrial Distribution from Texas A&M University, a Master of Science in Engineer Management from Missouri University of Science and Technology, and a Master of Operational Studies from the Command and General Staff College.
His military awards and decorations include the Bronze Star, Meritorious Service Medal with two Oak Leaf Clusters (OLCs), Army Commendation Medal (1 OLC), Army Achievement Medal (2 OLCs), the Meritorious Unit Commendation Award, the National Defense Service Medal, the Iraq Campaign Medals with two Campaign Stars, the Global War on Terrorism Expeditionary and Service Medal, Humanitarian Service Medal, Army Service Ribbon, and the Overseas Service Ribbon. He has also been awarded the Sapper Tab, the Army Parachutist Badge, and the Combat Action Badge.
