Project Location: Project is located on an unnamed tributary of Sugar Creek in Section 32, Township 79 North, Range 26 West, Dallas County, Waukee, Iowa. Lat 41.5988, Lon -93.8845.3.
Project Description:
A. This project was originally advertised via a Public Notice between April 10, 2023, and May 9, 2023. At that time the stated purpose of the project was to provide stormwater detention and a recreational amenity for the City of Waukee. The project purpose has been amended. The current project purpose is to provide storm water detention.
B. The Applicant has proposed to construct a new 22-acre impoundment for regional stormwater management. The new pond will involve the excavation of 295,000 cubic yards of soil throughout the stream channel and ponded are which will allow the area to reach the depth needed to attain the storage goals. A new 434-foot-long pipe will be installed underneath 6th Street to allow the passage of water and at the end a rock splash basin will be built to dissipate the energy of the water. The side slopes of the pond are proposed to be at a 3:1 slope.
C. Avoidance and Minimization - The Applicant will utilize all efforts to reduce soil erosion on the project site. Efforts to reduce the size of the impacts will be discussed in the alternatives analysis which has been provided to the Corps. Alternatives to the selected alternative include a smaller pond, off-site ponds, a stream restoration, the inclusion of wetlands in the pond area itself and a No Action Alternative. An alternatives analysis has been prepared for this project.
D. This project will result in the loss of 4084 feet of tributaries (3690 feet of an RPW stream and 394 feet of a non-RPW stream) and the loss of 0.82 acres of emergent wetland. To compensate for this loss the applicant has proposed to mitigate the wetland and stream loss through the purchase of wetland and stream credits from an approved wetland and stream mitigation bank in the service area of the impacts.
