WATERWAY AND LOCATION: The project would affect waters of the United States associated with the Kyte River. The project/review area is located three miles east of Rochelle, Illinois and about one mile west of Creston, Illinois. The project is in Section 22, Township 40 North, Range 2 East; at Latitude 41.923428 and Longitude 88.990394; in Ogle County, Illinois.

EXISTING CONDITIONS: The Rochelle Landfill has been continuously operated since 1973 when it was constructed and services much of the Ogle County and regional area. The currently permitted Rochelle Landfill will run out of constructable air space by 2027 and there is a need for continued permitted solid waste disposal for the surrounding communities into the future. The existing North Reach drainageway will require relocation to complete the horizontal expansion, which consists of filling between the various landfill units, and is needed to continue to support the local community’s solid waste disposal needs. Expansions of the landfill have occurred numerous times under Corps permit authorizations. These have occurred in 1997, 1999, 2002 and most recently in 2009.

PROJECT PURPOSE:
Basic: Solid Waste Management
Overall: Applicant proposes to expand its existing landfill in Ogle County, Illinois. The proposed horizontal expansion consists of a 105.51-acre increase in the landfill footprint. The horizontal expansion is needed to provide continued and uninterrupted solid waste services to the City of Rochelle and surrounding communities in an environmentally safe manner in a permitted solid waste facility.

PROPOSED WORK: The Applicant has proposed to expand the existing landfill by 105.51 acres. To facilitate this expansion the applicant has requested authorization to impact sections of a tributary to Kyte River in the project area. The applicant requests authorization to obliterate approximately 2744 linear feet of the unnamed tributary (North Reach) and re-route it to allow for the overall 105-acre expansion of the existing landfill. The re-routed tributary will be routed to the eastern boundary of the site through an existing tributary that was rerouted under CEMVR-OD-2009-676.

In addition to the 2744 feet of impacts, an additional 643 feet of the unnamed tributary will be re-graded to match the contours of the drainageway that will accept all of the rerouted flow. The existing 643-foot section of tributary will be deepened to accommodate the additional flow; but this will be done by excavating the accumulated sediments and no fill will be associated with that excavation of this tributary. After construction, the tributary in the project area will be 1650 feet long.
