Special Public Notice: Rock Island District Illinois Regional Permit 16: Fill Material Placed in Waters of the United States for Bank Stabilization Activities in the State of Illinois (Reissuance)

TO WHOM IT MAY CONCERN: The U.S Army Corps of Engineers (Corps) Rock Island District have updated and reissued Regional General Permit 16 for bank stabilization activities within Rock Island, St Louis, and Memphis Districts in Illinois pursuant to 404 of the Clean Water Act (33 USC 1344) and Section 10 of the Rivers and Harbors Act (33 USC 403).

NOTEWORTHY CHANGES:
1. Updated project boundaries that now also exclude tribal lands within the State of Illinois
2. Updated authorized work limits include updating the maximum impacts language to 2,500 linear feet below the Ordinary High-Water Mark of shoreline and limiting permanent loss of wetland to 0.5-acres with compensatory mitigation required at 0.1-acres.
3. Design specifications now include the Natural Resources Conservation Practice Standards information for those stabilization techniques that have them.
4. Seawalls and Gabions projects now cannot exceed 500 feet in length.
5. Mitigation requirement language is updated to say stream losses greater than 300 linear feet or 0.03-acres.

COMMENTS: This notice is meant to inform the public on the issuance of the updated and reissued Regional Permit for Bank Stabilization in the Districts of Rock Island, St. Louis and Memphis in Illinois. The Corps is not seeking comments as we have reviewed comments received as a result of the 10 April 2025, public notice. We have addressed and incorporated those comments as appropriate.
