The revised guidance provides direction to prospective mitigation bankers within the Rock Island District boundary (Iowa and Illinois).

  • Kansas City District - State of Missouri - Nationwide Permits Reissuance - Request for Comments

    On June 18, 2025, the U.S. Army Corps of Engineers published in the Federal Register its proposal to reissue 56 existing nationwide permits (NWPs) and issue one new NWP. One NWP is not proposed for reissuance. Missouri is covered by five Corps Districts (Kansas City, St. Louis, Little Rock, Memphis and Rock Island). The KCD, as the lead district for Missouri, and in coordination with the other four Districts, is seeking comments on the proposed regional conditions and seeking comments on the need for additional regional conditions to help ensure that the adverse environmental effects of activities authorized by the proposed NWPs are no more than minimal, individually and cumulatively.

    The bank sponsor proposes to complete activities on a total of 72-acres of property on 2 parcels owned by Dallas County. This project would result in the generation of emergent wetland compensatory mitigation credits. Parcel A (40 acres) and Parcel B (32 acres) will perform wetland restoration on 21.80 acres, wetland enhancement on 6.85 acres of enhancement, and establish a buffer area of 44.48 acres to generate an initial estimate of 35.63 emergent wetland credits.

    The St. Louis District and Rock Island District share the Central Plains/Cuivre/Salt Ecological Drainage Unit Service Area for this bank proposal and therefore will be requesting comments from both areas of responsibility. This service area will provide mitigation options for applicants in both Districts. The Sponsor (Sunflower Enterprise) has submitted the Lewis County Stream and Wetland Mitigation Bank prospectus, which proposes two alternative mitigation bank options/concepts.
