Andalusia Refuge Habitat Rehabilitation and Enhancement Project

Project Description

Andalusia Refuge and adjacent Dead Slough is a backwater complex located between Mississippi River miles 462 and 463 in Pool 16. The project, located in Rock Island County, Illinois, lies on the Illinois left bank of the Mississippi River across from Fairport, Iowa, and is also about 1 mile north of Illinois City, Illinois. The project is located within the Upper Mississippi River Wildlife and Fish Refuge on General Plan lands owned by the U.S. Army Corps of Engineers. The site is managed by the Illinois Department of Conservation (ILDNR) under authority of Cooperative Agreements with the U.S. Fish and Wildlife Service (USFWS) and the Corps of Engineers.

Project Features

  • 8,600-foot perimeter levee, including a 600-foot armored overflow section, constructed at a 2-year level of protection creating a 130-acre Moist Soil Management Unit (MSMU)
  • A pump station with two 6,775-gpm pumps
  • A 36-inch water control structure
  • 8,600 feet of interior drainage channels and 9 acres of islands
  • Dead Slough dredging (85,000 cubic yards)
  • 1,100-foot access channel between Scisco Chute and Dead Slough
  • Diversion ditch and access road

Milestones

  • The Definite Project Report was completed in November 1988
  • Project construction was initiated in 1989, and completed in 1994
  • The project has been turned over to the ILDNR for operation and maintenance with an Operation and Maintenance Manual issued in 1995
  • An initial performance evaluation report (PER) was completed in August 1997.  Supplemental PERs were completed in June 2001, April 2002, July 2003 and 2015.
  • Inspection of Completed Works was completed in 2017.
  • Performance monitoring continues.
