USACE Rock Island District received a total of $4.5M in the FY20 Work Plan for continuation of Pre-Construction Engineering and Design (PED) activities. $1.5M for Ecosystem projects and $3.0M for Navigation projects. Upon receipt of the funding in March 2020, USACE teams were created and a goal of $10M in construction project readiness for both navigation and ecosystem was set. Work from March 2020 to May 2020 has included determining where projects were left off in 2010 (when previous PED funding stopped), establishing project delivery teams, and coordination with the navigation industry, ecosystem partners, and UMRBA.
As of 20 May 2020, focus projects for both navigation and ecosystem are:
Navigation: Advancement of separable construction packages at Lock 25, specifically related to the existing river wall.
Ecosystem: Twin Islands Shoreline Erosion Protection and continued coordination and PED activities on other potential projects.
