Description

Section 8353 Northern Missouri of WRDA 2022 (Public Law 117-263), established a program to provide environmental assistance to non-Federal interests in four (4) counties in northern Missouri: Buchanan, Marion, Platte, and Clay. The purpose of this program is to provide design and construction assistance for water-related environmental infrastructure and resource protection and development projects in northern Missouri, including projects for wastewater treatment and related facilities, water supply and related facilities, environmental restoration, and surface water resource protection and development.

Background

The City of Hannibal, Missouri is within Marion County. A combined sewer system built in the late 1800’s and later converted to stormwater only, has exceeded its expected useful life. The storm sewer system carries stormwater under the Levee system built by the U.S. Army Corps of Engineers to protect downtown Hannibal properties and discharges to the Mississippi River. This project will replace approximately 750 feet of the system. In addition to replacing the stormwater system, other minor utility work will be required to accommodate the new system. Once these improvements are made, roadway and sidewalk repairs will be required to open North Street back up to vehicular and pedestrian traffic. Since most of the stormwater system is located under north street, both stormwater improvements and roadway repairs will be constructed per Missouri Standard Specification for Highway Construction. Water and sewer utility modification will be constructed in compliance with Hannibal Board of Public Works standards and in compliance with Missouri DNR.   

Status

Funding was received in June 2024. The project is scheduled to complete a Letter Report late first quarter FY25.  The PPA will be executed in second quarter FY25. The City is responsible for the design and is expected to complete design in second quarter FY25. Contract award and construction is expected to begin in third quarter FY25.
