The City of Rock Island, Illinois is looking for solutions to reduce the dredging needed to keep Sunset Marina (City operated boat harbor) open. Corps is responsible for dredging costs, but the City is responsible for the disposal area. The City of Rock Island contacted the Corps in 2004 for assistance. The Corps utilized the Planning Assistance to States authority to conduct a study and develop a hydraulic model to look at alternatives to reduce the amount of sediment entering Sunset Marina. A final report dated February 2005 was delivered to the City of Rock Island recommending that an emergent dike be constructed to reduce the amount of sediment entering the marina. A conceptual plan and preliminary cost estimate for the recommended emergent dike were part of the report.

FY2010 funds were used to prepare an Appraisal Report to determine if construction of an emergent/wing dike would be a cost effective alternative to repeated dredging of the harbor. It was determined that there was no construction authority to construct a wing dike with100% federal funds. There is no willing sponsor to cost share a review of completed project and construction of the wing dike which is the only remaining alternative to reach construction. Therefore the study has been terminated. Remaining carryover funds were used to dredge the entrance of the harbor in November 2011 and the balance of carryover funds were reprogrammed.
