Description

Under authority of Public Law 84-99, during flood emergencies the Corps of Engineers may provide tribal, state, and local communities with flood fight supplies and equipment. Each USACE District maintains a stock of flood fight supplies and equipment based on historical usage patterns and forecasted conditions to provide for district-wide flood events.

Background

The National Flood Fight Materiel Center (NFFMC) at the Rock Island District was established to supplement all of the USACE District’s materiel inventory levels, provide cost-effective surge and replenishment support, and reestablish impacted district stocks during recovery operations. The NFFMC maintains baseline inventories and IDIQ contracts with capabilities to provide expeditious flood fight materials support to districts throughout the Continental United States.

The NFFMC can provide the following support:

  • Sandbags
  • Polyethylene Sheeting
  • Large (Airlift Capable) Sandbags
  • Wire rope slings
  • Temporary Flood Barrier Products (e.g. Gabion Basket Style Temporary Flood Barriers)
  • Flood Pumps (diesel and PTO driven)
  • Culvert Bladders
  • Technical support

Status
In the past 25 year, the NFFMC has provided over 60 million standard sandbags; over 225,000 large air-liftable sandbags; 7,000 wire rope slings; 275+ miles of rolled polyethylene sheeting; over 90 miles of gabion baskets (HESCO); and over 500 flood pumps in support of the Corps mission of reducing flooding consequences and damages throughout the United States and territories.

FY 2024:  The National Flood Fight Material Center performed support for flood events through the development of new contracts for flood fight supplies and equipment and restocking USACE District inventories after floods.

FY 2025:  If funded, the National Flood Fight Material Center will continue to prepare for future flood events through the development of new contracts for flood fight supplies and equipment and restocking USACE District inventories after a flood to ensure they are prepared for the next event.
