Proposed Project Information: The U.S. Army Corps of Engineers, Rock Island District (District), proposes to demolish the existing 8,000-square-foot Lake Red Rock Administration and Visitor Center and restore the site near Knoxville, IA. The District received funding in the Fiscal Year 2022 Bipartisan Infrastructure Law to design and construct a new administration and visitor center complex, including new access roads, parking, landscaping, electrical, sewer, and water utilities. The new complex will be adjacent to the existing Lake Red Rock Administration Building. The Rock Island District anticipates that these actions will have an Adverse Effect to Historic Properties and will coordinate with the Iowa State Historic Preservation Office (SHPO) to mitigate such effects. Construction schedule is contingent on funding though work could begin as early as Fall 2025.
Location: The proposed project is located at the Lake Red Rock Administration & Visitor Center, 1105 N. Highway T15 Knoxville, IA 50138. See Figure 1 below.
National Historic Preservation Act Coordination: The proposed Lake Red Rock Administration and Visitor Center project constitutes a Federal undertaking subject to compliance with Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended, which requires Federal agencies to take into account the effects of their actions on historic properties. In compliance with regulations implementing Section 106, this notice provides information on a proposed action’s effects on historic properties and offers the public an opportunity to comment. Interested parties are requested to submit comments by March 20, 2025. This notice is supplemental to any consultation with Tribal Nations or SHPO under Section 106 of the NHPA.
