  • LaGrange Lock and Dam 1200’ Lock, ILLINOIS WATERWAY 9-FOOT NAVIGATION CHANNEL, LAGRANGE POOL, RIVER MILES 80.1 – 80.6

    The U.S. Army Corps of Engineers, Rock Island District (District), requests public review of the Draft Supplemental Environmental Assessment titled, LaGrange Lock and Dam 1,200 Foot Lock, dated November 2024. The Rock Island District is interested in public review and comments regarding the project analysis and outcomes. The public is invited to submit comments for this project until January 3, 2025.

  • Hannibal, Missouri Storm Sewer Development, Environmental Infrastructure Assistance Project

    The US Army Corps of Engineers, Rock Island District, requests your review of the Environmental Assessment (EA) titled, Hannibal, Missouri Storm Sewer Development, Environmental Infrastructure Assistance Project dated November 2024. The District is interested in your review and comments regarding the alternative analysis and the preferred alternative for this project to fulfill the requirements of the National Environmental Policy Act. The draft EA is available for public review from November 22 to December 23, 2024.

  • Middle Fork Salt River Wetland & Stream Mitigation Bank

    This notice is issued in accordance with the Compensatory Mitigation for Losses of Aquatic Resources; Final Rule (the Mitigation Rule) described in the Federal Register dated April 10, 2008, (33 CFR Parts 325 and 332). The St. Louis District and Rock Island District shall utilize the portions of the Central Plains / Cuivre /Salt Ecological Drainage Unit (EDU) and the Central Plains / Des Moines EDU located within Missouri for this bank proposal. This service area will provide mitigation options for applicants within the St. Louis District and Rock Island District.

  • Notice of Availability of the Regional Streamflow Duration Assessment Methods for the Arid West, Western Mountains, and Great Plains

    The U.S. Army Corps of Engineers (Corps) Albuquerque, Chicago, Detroit, Fort Worth, Galveston, Kansas City, Los Angeles, Omaha, Rock Island, Sacramento, San Francisco, St. Louis, St. Paul, and Tulsa Districts, and the U.S. Environmental Protection Agency (EPA), Regions 5, 6, 7, 8, and 9 jointly announce the availability of the Regional Streamflow Duration Assessment Methods (Regional SDAMs) for the Arid West, Western Mountains and Great Plains. The methods are rapid assessment tools for distinguishing between ephemeral, intermittent, and perennial streamflow at the reach scale for the Arid West, Western Mountains and Great Plains regions.

Written comments are being solicited through November 25, 2024, for anyone having an interest in the proposed plan.

  • Notice of Issuance of the Proposed Illinois Mitigation Banking Standard Service Areas

  • Castor Falls Mitigation Bank (CEMVR-2024-1108)

    Expiration date: 11/20/2024

    The bank sponsor proposes to complete activities on approximately 44-acres of property owned by Naturion West, LLC. This project would result in the generation of emergent wetland and stream compensatory mitigation credits. The goal of this project is to restore 103.68-acres of emergent wetland, enhance 2.09-acres of forested wetland, establish 34.64-acres of buffer to generate an initial estimate of 7.56 wetland credits. The project will also restore 2,393.58 linear feet of stream with buffers to generate an initial estimate of 54,792.86 stream credits.

  • City of Waukee (CEMVR-RD-2023-371)

    Expiration date: 11/4/2024

    This project was originally advertised via a Public Notice between April 10, 2023, and May 9, 2023. At that time the stated purpose of the project was to provide stormwater detention and a recreational amenity for the City of Waukee. The project purpose has been amended. The current project purpose is to provide storm water detention.

  • Platte River Mitigation Bank (CEMVR-2024-1080)

    The bank sponsor proposes to complete activities on approximately 156-acres of property owned by SCP Platte River, LLC. This project would result in the generation of emergent wetland, forested wetland, and stream compensatory mitigation credits. The goal of this project is to restore 103.68-acres of emergent wetland, enhance 2.09-acres of forested wetland, establish 34.64-acres of buffer to generate an initial estimate of 113.39 wetland credits.

  • Bay Island PL84-99 CWA

    Expiration date: 8/31/2024

    The Bay Island Drainage and Levee District levee (D&LD) No. 1 system is located in Mercer County, Illinois, along the left descending bank of the Mississippi River, pools 17 and 18, between river miles (RM) 451 and 434. The Bay Island D&LD PL 84-99 Rehabilitation Project (Project) sustained damage from the 2023 flood event in which the levee sustained erosion damage along approximately 10,480 feet of its length. The Bay Island D&LD No. 1 requested rehabilitation assistance on June 16, 2023. The Bay Island D&LD No. 1 is eligible for Federal assistance to repair damages under PL 84-99.

  • Coal Creek PL84-99 CWA

    The Coal Creek Drainage and Levee District levee (D&LD) system is located in Schuyler County, Illinois, along the right descending bank of the Illinois River between river miles (RM) 85.0 and 92.0, across from Beardstown, Illinois. The levee system lies within the LaGrange Pool, a 78-mile reach of the Illinois River, beginning below the Peoria Lock and Dam (RM 157.9) and ending at LaGrange Lock and Dam (RM 80.2). The levee constitutes a portion of the bank of Curry Lake. The Coal Creek D&LD PL 84-99 Rehabilitation Project sustained damage from the 2023 flood event in which the levee sustained erosion damage along approximately 9,950 feet of its length. Damages consist of vertical scour, averaging 18- 24 inches in depth, concentrated at the toe of the levee, and evenly distributed along the length of the damaged area. The elevation of the top of scour approximately corresponds with water elevations during the flood event. The damaged areas had been previously repaired under PL84-99, with those construction activities completed in February of 2023. The D&LD requested rehabilitation assistance on May 18, 2023. The Coal Creek D&LD is eligible for Federal assistance to repair damages under PL 84-99.

  • Special Public Notice for EMERGENCY PROCEDURES FOR PERMITTING IN IOWA FOR JUNE 2024 FLOODS – Section 404/10 Informational Brief

    The U.S. Army Corps of Engineers, Rock Island District, (Corps) is issuing this public notice to inform members of the public of Section 404 of the Clean Water Act (Section 404) and Section 10 of the Rivers and Harbors Act of 1899 (Section 10). The Corps administers the permitting process for activities in waters of the United States and when activities occur over, in, or under a Section 10 water. This public notice explains when the Corps has jurisdiction over work or activities, what types of Department of Army (DA) permits are available, and how to apply for those permits.

  • RiverStone Group, Inc. (CEMVR-OD-P-2014-569)

    The applicant is requesting a 10-year time extension to the previous December 15, 2014, permit which is set to expire on December 31, 2024. This permit involves the continuation of hydraulic or mechanical dredging of sand and gravel deposits on the property that it owns at this location (Area 1 and Area 2) in Rock Island County, Illinois for the purpose of providing materials for bridge and road construction.

    This project is the second phase of the overall Trails End Mitigation Bank project. The bank Sponsor proposes to complete activities on 285.62-acres of property owned by the Polk County Conservation Board. Site A is comprised of 257.21-acres and is the location of the Trails End Wetland Mitigation Bank (Phase I). Site B is 28.41-acres and is located to the east of Site A.

  • US Army Corps of Engineers & Illinois Department of Natural Resources (CEMVR-RD-2024-0685)

    This is the second 404(b)(1) evaluation for the Brandon Road Interbasin Project. The project location, amount of clean aggregate fill, amount of material removed, and impacts have changed slightly. Many land-based features have moved from the north side of the channel to the causeway on the south side of the channel, see exhibits. The applicant is proposing to change to the Project design by relocating the Automated Barge Clearing (ABC) Deterrent downstream of the approach channel, reducing the width and re-locating the Electric Deterrent closer to the lock, changing the locations of the boat ramps, and expanding the upper portion of the causeway to house support facilities using material excavated from the approach channel.
