  • City of West Des Moines (CEMVR-RD-2021-1402)

    Expiration date: 3/29/2022

    Fair Meadows Creek has sustained scour, compromising the stability of the banks and gabion baskets. The Applicant proposes to line the channel of Fair Meadows Creek with revetment and replace two segments of gabion baskets along the stream’s bank. This project will raise the channel’s elevation back to its original profile before the scour occurred. The two segments of gabion baskets that will be repaired have already failed. This project will involve the placement of revetment along 940 linear feet of stream, as well as the removal and reconstruction of 185 linear feet of gabion baskets. As fill material will be placed in greater than 300 linear feet of stream, undergoing a morphological change, compensatory mitigation will be required. A compensatory mitigation plan will be submitted to the Corps. Alternatives, both on-site and off-site will be evaluated to ensure compliance with the 404 B 1 guidelines.

  • City of West Des Moines (CEMVR-RD-2021-1673)

    Expiration date: 3/25/2022

    The applicant is proposing to expand Stagecoach Drive to the Southwest. The purpose of this project is to extend Stagecoach Drive between South Jordan Creek Parkway and the future extension of South 81st Street. The project is needed to provide roadway and utility infrastructure, eventually extending Stagecoach Drive to South 88th Street. There are two existing tributaries (Unnamed Tributaries to the Raccoon River) located within the proposed road extension area. The applicant is proposing to grade and fill portions of these tributaries as part of the proposed extension. A wetland delineation was completed by Foth on August 11, 2021, identifying 2,800 linear feet of perennial stream, 2,190 feet of erosional/drainage features, .05 acres of pond and 1.08 acres of wetland.

  • Concise Earth (CEMVR-RD-2022-43)

    Expiration date: 4/6/2022

    The applicant proposes to construct a new 138-acre residential development, Marion AircomPark, south of Cedar Rapids. A road crossing to the north of the existing impoundment is proposed to permanently impact 0.40 acres of emergent wetland, Area 1. The applicant has stated that the impoundment would be drained, and the previously inundated wetlands are expected to re-establish. The Corps considers the draining of these wetlands a conversion from one type of water to another, which would result in a loss of aquatic resources. The wetlands in Area 5 measure 5.74 acres. It is not clear from the drawings provided how large the impoundment is or what will be permanently impacted (Area 2 and/or Area 5) but this will be required to be provided prior to final permit issuance to determine applicable compensatory mitigation.

  • Walnut Street Bridge Replacement over Des Moines I and Des Moines II Levees (Public Notice ID #2021-0033)

    Interested parties are hereby notified that an application has been received for a Department of the Army Section 408 permission for certain work at or near a federally- authorized flood risk management project of the United States, as described below and shown on attached figures. Written comments are being solicited from anyone having an interest in the requested alteration. Comments will become part of the U.S. Army Corps of Engineers’ (USACE) administrative record and will be considered in determining whether to approve the request. Comments supporting, opposing, or identifying concerns that should be considered by the USACE in its decision process are all welcome. Comments providing substantive information or a rationale for the commenter’s position are the most helpful. In compliance with Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. 408), the City of Des Moines (City) requests permission to replace the Walnut Street Bridge crossing the Des Moines River and add shoreline stabilization. The Walnut Street Bridge crosses the Des Moines I Levee and Des Moines II Levee, two existing federally-authorized flood risk management projects.

  • Watts Group Construction (CEMVR-RD-2021-1265)

    Expiration date: 3/2/2022

    The applicant proposes to construct a new 104-acre residential subdivision, Trail Ridge Estates, outside of Solon, Iowa. The applicant submitted an application for review on August 25, 2021, and while the project was in review the unauthorized discharge of fill material into waters of the United States (WUS) occurred. A notice of violation was issued on November 23, 2021. At this time, no additional discharge of fill material has occurred within the identified wetlands. Should additional fill occur prior to a final Corps permit being issued this project will likely to be referred to the United States Environmental Protection Agency.

  • Jones County Secondary Roads (CEMVR-RD-2021-1671)

    Expiration date: 2/5/2022

    The applicant proposes to construct a new 454’, 3-span, 15-degree skew BTE beam bridge crossing of Landis Road over the Wapsipinicon (Wapsi) River southeast of Anamosa, Iowa. The new bridge would be approximately 900 feet downstream of the existing bridge. The existing bridge will be abandoned in place. The project also consists of the placement of approach road embankment fill, revetment stone for bank armoring, and shaping of the stream channel banks to transition to the new structure opening. The wetland delineation report identified one 1.6-acre farmed wetland on east side of the Wapsi. The project is expected to permanently impact 1.41 acres of this farmed wetland with grading and fill. An additional 0.10 acres within the right-of-way may be temporarily disturbed during construction, but the ground surface elevations will remain the same such that continued wetland conditions can exist after construction. The applicant is proposing to purchase wetland credits for compensatory mitigation for permanent wetland impacts.

  • Iowa Department of Transportation (CEMVR-OD-P-2017-335)

    Expiration date: 1/19/2022

    This permit for the original project expired December 31, 2020. The Iowa Department of Transportation (IA DOT) is re-applying for the same permit for the purposes of obtaining a new permit that will allow them to complete the entire project. All of the impacts that were planned for in the original permit have been accounted for through the compensatory mitigation plan in the original permit. No additional mitigation will be required. The work described below was within the original permit, but it was not completed, and the IA DOT did not request an extension of time prior to the permit expiration.

  • Informational Public Notice for: Holiday Harbor Inc. (CEMVR-RD-2021-0409)

    This informational notice is being issued to inform the public that the permit application for the Holiday Harbor, Inc. barge fleeting project, CEMVR-RD-2021-0409, has been withdrawn. The application was withdrawn because the Corps did not receive the required data relevant to the permit application and was not able to evaluate the requested information. No public hearing will be held since this proposed project is no longer an active permit application. The purpose of holding a public hearing would be to gather information necessary for the Corps’ public interest decision that may not otherwise be available.

  • Galena Road Gravel, Inc. (CEMVR-RD-2021-1463)

    Expiration date: 1/17/2022

    The applicant is seeking after-the-fact authorization for relocation of Hallock Creek approximately 150 feet to the west of the original alignment. Hallock Creek broke out of its banks on July 15, 2021, due to extreme rainfall and caused flooding in the area. The bank failed on the east side and flowed directly into the gravel pit. As an emergency measure a new channel was dug to the west of the old channel following approximately the same flow path. The replaced channel was approximately 1,030 feet long, the newly created channel is approximately 1,090 feet long has 5:1 slope and is 5-6 feet wide at base. The primary purpose of the emergency project was to stop continual flow of water into the gravel pit.

  • APPROVED ILLINOIS MITIGATION BANKING STANDARD SERVICE AREAS

    Expiration date: 1/10/2022

    The U.S. Army Corps of Engineers (Corps) Rock Island District, upon review and with the assistance of an Interagency Review Team, which includes the Illinois DNR and U.S. EPA have approved standard service areas in Illinois, Rock Island District area of responsibility only.  The proposed standard service areas have been adopted which provide consistency between and among service areas across the Rock Island District’s area in the state of Illinois for both mitigation banks and in-lieu fee programs. Standard service areas will expedite permitting processes, provide consistency across all banks/in-lieu fee programs, and will better align our district with regional mitigation practices. The standard service area maps have been approved and existing mitigation banks will have an opportunity to notify the Corps of their intent to modify their banking instrument to adopt the new standard service areas. Any bank that wishes to keep its approved and existing service area may do so. Any pending mitigation bank or in-lieu fee program that has not been approved will be required to utilize the new standard service areas. There will be no secondary service areas.

  • Iowa and Illinois Department of Transportation (CEMVR-RD-2021-1590)

    Expiration date: 1/8/2022

    The Iowa Department of Transportation is requesting authorization to demolish the existing eastbound and westbound I-74 bridges that span the Mississippi River between Moline, Illinois and Bettendorf, Iowa. The new dual I-74 bridges, which are being constructed on a new alignment that is shifted to the east (upstream) of the existing I-74 alignment, are nearing completion, and once they are open to traffic the existing bridges will be taken out of service. The proposed project will involve the removal of all elements of the existing suspension bridges, approach spans, substructures, and all but one set of piers. The demolition of the old bridges will be let as two separate projects, IM-074-1(210)5--1382 and IM-074-1(214)5--13-82. Project (210) will provide for the removal of the existing bridges between the Bettendorf anchorage structures located on the Iowa shoreline and the Moline anchorage structure located in the middle of the river. Under Project (210), removal will include the bridge superstructures (north of the Moline anchorage), the Bettendorf anchorages, the Moline anchorage, and Piers A, B, C, and D. Project (214) will provide for the removal of the bridges from Piers E, which are located just south of the Moline anchorage structure, to Piers L, which are located along the Illinois shoreline. Under Project (214), removal will include the remaining bridge superstructures (south of the Moline anchorage) and Piers E, F, G, H, J, and L. Piers A, B, C, D and the Moline anchorages will be removed down to bedrock, whereas Piers E, F, G, H, J, and L will be removed to at least one foot below the existing mud line. The Pier K structures will remain in place in order to avoid disturbance to sensitive mussel habitat. Following demolition of the bridges, the Pier K structures will be equipped with navigational lighting.

  • City of Des Moines (CEMVR-RD-2021-1434)

    Expiration date: 1/5/2022

    The Applicant proposes to construct a small flood control facility to reduce the frequency and duration of flooding events for the local area by replacing the existing infrastructure and limiting peak flow rates by providing regional flood control at this location. Specifically, this project will include replacing the existing wood structure culverts and storm sewer system with RCP and concrete box culverts. The outfall of this structure will discharge into 8' flat bottom channel with 4:1 side slope. This site will consist of construction of a detention basin constructed by enlarging and dredging adjacent to an existing V-bottom channel. It will aide in the reduction of bank erosion and channel stability and to provide additional storage during large rainfall events. Bank armoring will be implemented through the cut-banks of the channel improvements to prevent erosion and improve water quality. This will include Class "D" Rip-Rap and geo-grid material. The proposed detention cell will have an outlet structure that provides a pre-development release rates and will aide in the reduction of the overall peak flow rates. The detention basin will be seeded with wetland vegetation.

  • South River Industrial Levee Subdistrict (CEMVR-RD-2020-1454 & 408-MVR-2021-009)

    Expiration date: 12/17/2021

    The purpose of the project is bank stabilization. High water and flooding have caused continued bank erosion along the Mississippi River (MR) and South River (SR). Bank migration is encroaching on the SIRLS levee systems, mainly the MR levee and the SR levee. Continued migration could drastically impact levee stability and functionality.

  • Kinder Morgan Pipeline Maintenance Project within the Muscatine Island Levee District (2021-0015)

    Expiration date: 12/17/2021

    The proposed project will require the modification of the pre-existing natural gas pipeline to accommodate in-line inspection devices, known as “smart pigs”, to maintain compliance with U.S. Department of Transportation Pipeline Hazardous Materials Safety Administration pipeline safety regulations. The proposed project activities will involve the excavation of a segment of pre-existing Amarillo No. 2 pipeline, dewatering of the excavation, temporary storage of spoil stockpile, removal of the existing receivers, valve replacement or addition, and changing out of tees. These proposed construction activities will occur within the Muscatine Island Levee District’s Right-of-Way. The proposed project workspace limits within levee right-of-way will be approximately 2.71 acres.

  • City of Cincinnati, Iowa (CEMVR-RD-2021-1310)

    Expiration date: 12/15/2021

    The Applicant proposes to upgrade and improve an existing wastewater treatment plant that serves the City of Cincinnati, Iowa. This proposal includes the following: The existing lagoon infrastructure for primary and secondary treatment will be retained and a 4-cell aerated Horizontal Flow SAGR will be constructed south of the existing facility. Ultra-violet (UV) disinfection for treatment of E.coli is planned for construction at the same location. A waterway will be constructed from the east and a 1.4-acre pond will be built on a small tributary coming from the south. As a result of this project, 1.38 acres of wetland (0.25 forested and 1.13 emergent) would be filled and a yet to be determined amount of stream will be impounded behind the earthen embankment. This project has received a Categorical Exclusion from the USDA Office of Rural Development.

  • Shadow Creek V & VI, LLC (CEMVR-OD-P-2020-148-1)

    Expiration date: 12/15/2021

    In 2020, the Applicant was issued a DA Permit to impact 1.44 acres of emergent wetland, 0.04 acres of forested wetlands, 481 linear feet of intermittent streams and 129 linear feet of perennial streams. The impacts were for the development of a new residential subdivision that included tree removal, mass grading, utility installation, road construction and the installation of two storm water detention basins. The project is currently underway and the required compensatory wetland and stream mitigation has been completed. The purpose of this public notice is to solicit comments to modify the permit to include an additional 0.31 acres of wetland, 634 linear feet of perennial stream and 185 linear feet of ephemeral stream. These impacts are for additional impacts as part of the expansion of the permitted subdivision. Impacts will include streets, grading for homes and additional utilities. In addition to these impacts, the Applicant self-reported 190 linear feet of perennial impacts to a portion of a stream from the previously permitted area.
