  • Notice of Availability of the Beta Streamflow Duration Assessment Method for the Great Plains

    The U.S. Army Corps of Engineers (Corps) Albuquerque, Chicago, Detroit, Fort Worth, Galveston, Kansas City, Omaha, Rock Island, St. Louis, St. Paul, and Tulsa Districts, and the U.S. Environmental Protection Agency (EPA), Regions 5, 6, 7, and 8, jointly announce the availability of the Beta Streamflow Duration Assessment Method (SDAM) for the Great Plains (dated September 2022). The method is a rapid assessment tool to help distinguish between ephemeral, intermittent, and perennial streamflow at the reach scale for the Northern and Southern Great Plains SDAM Regions. The beta SDAM may help provide technical guidance for identifying waters that may be subject to regulatory jurisdiction under Section 404 of the Clean Water Act; however, this method does not alter or change the definition of “Waters of the U.S.” Click the link below to view the full notice.

    Interested parties are hereby notified that an application has been received for a Department of the Army Section 408 permission for certain work at or near a federally authorized flood risk management project of the United States, as described below and shown on attached figures. Written comments are being solicited from anyone having an interest in the requested alteration. Comments providing substantive information or a rationale for the commenter’s position are the most helpful. All comments supporting, opposing, or identifying concerns the U.S. Army Corps of Engineers (USACE) should consider in its decisions process are welcome. Comments will become part of the U.S. Army Corps of Engineers (USACE) administrative record and will be considered in determining whether to approve the request. This public notice is not a paid advertisement and is for public information only. REQUESTER: In compliance with 33 USC 408 (Section 14 of the Rivers and Harbors Act of 1899; hereinafter Section 408), Ameren Illinois requested permission to modify the East Peoria Drainage and Levee District (D&LD) and East Peoria Sanitary District Levees, two existing federally authorized flood risk management projects. LOCATION: The proposed project is located at the Main Street Bridge crossing Farm Creek in East Peoria, Illinois. REQUESTER’S PROPOSED ACTION: Ameren Illinois owns a 4-inch steel natural gas main hanging beneath the Main Street Bridge, crossing both the East Peoria D&LD and East Peoria Sanitary District Levees, two existing federally-authorized flood risk management projects. The gas main is supported by hangers on the underside of the bridge and is inserted through sleeves in the bridge abutments on each side. A section of the coating on the steel natural gas main intended to prevent corrosion became disbanded from the pipe near the sleeve in the northern abutment. Ameren Illinois plans to replace approximately 15 feet of the 4-inch diameter steel gas main through the existing sleeve in the northern abutment. Work will require a singular excavation within the sidewalk and roadway on the northern abutment. Work will occur within the levee right-of-way but should not impact the levees.   • Dowd Creek Mitigation Bank (CEMVR-RD-2022-1226)

    The bank sponsor proposes to complete activities on 39.5 acres of privately owned property that would result in the establishment of stream mitigation credits. The goal of this project is to restore 7,808 linear feet of Dowd Creek and 1,510 linear feet of two intermittent streams within the bank boundary to generate an initial estimate of 88,956.30 stream credits.

  • City of Clinton, IA (CEMVR-RD-2021-1076)

    Expiration date: 9/28/2022

    In compliance with 33 USC 408 (Section 14 of the Rivers and Harbors Act of 1899; hereinafter Section 408), the Clinton Regional Wastewater Reclamation Facility currently discharges to Beaver Slough and, requested permission to modify the Clinton Levee, an existing federally-authorized flood risk management project situated along Beaver Slough part of the Mississippi River. The proposal includes adding a 30-inch discharge pipe to the Mississippi River. Modifications to the USACE levee are located at the old municipal sewage treatment plant.

  • Bowman Property, LLC (CEMVR-RD-2022-0252)

    Expiration date: 9/7/2022

    The applicant proposes to construct a new 109-acre mixed use residential and commercial development, Forevergreen Estates, in North Liberty. The development concept is to provide medium to high density housing ranging from 36-plexes to duplexes in additional to commercial space, to provide a minimum of 640 dwelling units across the development. The applicants stated purpose and need for the project is to provide stormwater quality and quantity treatment for the upland residential and commercial developments. The majority, 94 percent of the stormwater basin is necessary to meet the upland residential development and 6 percent of the basin will be utilized to meet a proposed commercial development. To meet stormwater requirements, a wet bottom detention basin was designed to provide 24-hour detention of the 1-year, 24-hour event for the project area. The applicant has stated that as a result of the sizing calculations and to comply with stormwater management standards, it was determined that a 5.5-acre basin with 1.3-million cubic feet of storage was required. The project will permanently impact 1.74 acres of emergent wetland for the construction of a dam and for the basin itself. The applicant has proposed to purchase 1.74 acres of wetland mitigation credits.

  • New Regional General Permit 48 Residential Developments in the State of Iowa (CEMVR-RD-2022-0884)

    The U.S. Army Corps of Engineers (Corps) proposes the new Regional General Permit (RP)for the activities required for the construction, expansion, modification, or improvement of residential developments of a single residence, a multiple unit residential development, or a residential subdivision, which result in a total loss of up to 2.0 acre of waters of the United States, including the loss of up to 1,000 linear feet of stream bed. The loss of stream bed plus any other losses of jurisdictional wetlands and waters caused by the activity cannot exceed 2.0 acre, which includes no more than 1,000 linear feet of stream bed loss. Activities may include (but are not limited to) construction of building foundations and building pads and attendant features that are necessary for the use of the residence or residential development. Attendant features include (but are not limited to) roads, parking lots, garages, yards, utility lines, storm water management facilities, septic fields, and recreational facilities such as playgrounds, playing fields, and golf courses (provided the golf course is an integral part of the residential development).

  • County Line Mitigation Bank (CEMVR-RD-2022-0456)

    Expiration date: 7/20/2022

    The bank sponsor proposes to complete activities on 133.7 acres of privately owned property that would result in the establishment of stream, forested wetland, and emergent wetland mitigation credits. Establishment of the Bank will occur in two phases. Phase 1 will involve restoring floodplain wetland function through levee removal and improvement of associated wetlands and buffers in the east portion of the Bank. Phase 2 includes restoring the sediment filled floodplain wetlands and channels in the west portion of the Bank by grading low-lying areas and generating stream credits through the construction of bank protection and buffer establishment along the right descending bank of the Des Moines River. An off-site wetland delineation was completed in January 2021, in accordance with the1987 Wetland Delineation Manual and 2010 Midwest Regional Supplement. The off-site delineation found four potential agricultural wetlands currently used in commodity-crop production and a fifth potential wetland that includes a mix of agricultural and palustrine forested and possibly emergent wetlands. Of the 133.7 acres (52.4 acres west of the BSNF Railroad and 81.3 acres east of the BSNF Railroad) of the Bank, 32.6 acres were preliminarily assessed as either potentially jurisdictional palustrine forested wetland (7.9 acres) and/or agricultural wetland (24.7 acres). An on-site wetland delineation will be completed to help determine current conditions and the determination of credits prior to the submission of the draft mitigation banking instrument.

  • INHF Pearey Mitigation Bank (CEMVR-RD-2022-0757)

    Expiration date: 7/20/2022

    The bank sponsor proposes to complete activities on 180 acres of privately owned property that would result in the establishment of emergent wetland mitigation credits. The goal of the bank is to enhance/create wetlands to generate approximately109 wetland credits. Wetland enhancement/creation will include the following: grading of farmed upland areas, plugging culverts and/or installing stoplog/weir structures to restore hydrology, removal and management of invasive species and seeding with native wetland vegetation. A wetland delineation will be completed in 2022 to help determine current conditions and the determination of credits prior to the submission of the draft mitigation banking instrument.

  • Public Comment for Section 160 of the Water Resources Development Act of 2020, Definition of Economically Disadvantaged Community

  • City of Perry, Iowa (CEMVR-RD-2020-610)

    Expiration date: 6/15/2022

    The applicant proposes to expand the Perry Municipal Airport by the relocation and construction of Runway 14/32, 400 feet west, to a length of 4,000 feet and a width of 100 feet. Construction will occur in two phases. Phase 1 will also include a new airfield lighting system consisting of medium intensity runway edge lights, navigational aids, and an electrical vault building. Phase 2 will incorporate a 1,500- foot extension for a Runway 14/32 length of 5,500 feet and converting the existing runway to a full-length taxiway.   • Lafarge-Holcim, LLC. (CEMVR-RD-2021-1478)

    Expiration date: 6/14/2022

    The purpose of the project is barge mooring and fleeting. Install concrete dead-men anchorages at locations along the RDB of the Illinois River to fleet strings of empty and or loaded inland waterway product barges. The upriver dead-men will be located approximately 100 feet inland (northerly) of the RDB shoreline and the down-river dead-men located approximately 210 feet inland (northerly) of the RDB shoreline. Each dead-man would be excavated into the shoreline sediment and or bedrock and filled with cast-in-place concrete. A length of heavy anchor chain would be embedded into each dead-man allowing for the attachment of a length of large diameter wire rope extending to the river and secured to the floating product barge string(s). Two fleeting areas are proposed, with the downriver fleet anticipated to be no larger than l05 feet wide by 400 feet long, with a maximum of 6 barges in a 3-barges wide by 2-barges long configuration, and the upriver fleet anticipated to be no larger than 70 feet wide by 1,200 feet long, with a maximum of 12 barges in a 2-barges wide by 6-barges long configuration. The number of barges would vary based on the scheduled demand of empty or loaded product barges. The down-river fleet is anticipated to extend from approximate River miles 229.15 to 229.23, and the up-river from approximate River miles 229.35 to 229.58. REQUESTER: In compliance with 33 U.S.C. 408 (Section 14 of the Rivers and Harbors Act of 1899; hereinafter Section 408), Sny Island Levee Drainage District requested permission to modify a portion of their Reach 1 Levee, an existing federally-authorized flood risk management project. LOCATION: The proposed project is located along the mainstem portion of the Reach 1 Levee in Pike County, Illinois. LOCATION MAP(S)/DRAWING(S): See Figures 1 and 2. REQUESTER’S PROPOSED ACTION: The proposed project would construct a seepage berm along approximately 2.6 linear miles of the mainstem portions of the Sny Island Levee Drainage District Reach 1 Levee in Pike County, Illinois from levee stations 424+00 to 555+00. Seepage and large boils formed in this area during the 2019 Flood. The proposed seepage berm would reduce seepage rates and improve levee slope stability, thus reducing pumping rates. Material to construct this project would come from the existing Cave Hollow Dredged Material Placement Site near River Mile 305.6 within Reach 1 of the Sny Island Drainage Levee District. No additional dredge, borrow, or excavation would be required as this site contains enough material.

  • White Fox Mitigation Bank Phase II (CEMVR-RD-2022-0577)

    Expiration date: 5/29/2022

    The bank sponsor proposes to complete activities on 47.6 acres of privately owned property that would result in the establishment of both emergent wetland and stream mitigation credits. One of the goals of this bank is to restore 4,022 linear feet of White Fox Creek to generate an initial estimate of 35,382.16 stream credits. The bank sponsor proposes to use many different in-stream methods to aid in restoring this portion of White Fox Creek, including improving floodplain connectivity, installation of floodplain benches, and restoring stability in highly eroded areas by re-sloping and reshaping the banks and applying bank stabilization if necessary.

  • Rusted Anchor, Gabe Nagy (CEMVR-RD-2022-0189)

    Expiration date: 5/11/2022

    The applicant is proposing to construct a jetty on the Mississippi River to protect downstream dock from ice flows. The jetty would be approximately 150 feet long and 40 feet wide at the base, approximately 0.14 acres of riverbed would be impacted.   • City of West Des Moines (CEMVR-RD-2021-1061)

    Expiration date: 5/4/2022

    The City of West Des Moines is proposing to construct a new stormwater detention facility along the segment of Blue Creek located north of Interstate 235 between 22nd Street and Valley West Drive. The proposed project is needed to reduce the potential for flooding to streets and nearby residences.   • Buena Vista County Conservation Board (CEMVR-RD-2021-1254)

    Expiration date: 4/15/2022

    The applicant proposes to stabilize existing site conditions and restore recreational opportunities in the Little Sioux River at the Linn Grove Dam after a 2019 flood event breached the earthen south extension of the dam. The newly eroded channel south of the dam and former river channel will be stabilized and partially filled to restore the former dam crest elevation, however the new channel will be maintained as an additional conveyance channel to expand the unit width of the overall structure. A total of 3,980 linear feet of rock bank stabilization (mostly Iowa DOT Class D and some Class B quarry rock revetment) are proposed. Rootwads will be installed at the left descending bank of the new channel for a distance of 203 linear feet at the upstream end, and 100 linear feet at the downstream end where a floodplain channel will be reconnected to the new channel. The rootwads will be collected from the project site where tree removal is unavoidable due to site restoration earthwork.
