  • Rock Creek Lake (CEMVR-RD-2023-277)

    Expiration date: 6/7/2023

    The applicant proposes to stabilize the bank of Rock Creek Lake by placing rock armoring along the shoreline at 57 locations for a total distance of18,510 linear feet. Most of the riprap is new and will be placed along the shoreline on a 2:1slope with the toe at a depth below ordinary high-water mark between one to three feet. The riprap will be placed one to three feet below pool elevation. No bank reshaping is required. All disturbed areas will be seeded, mulched, and fertilized. The applicant has stated there are no impacts on existing wetlands, no borrow areas, stockpile and staging will occur in existing gravel parking lots, there will be no tree clearing, and existing trees will be preserved and worked around with small equipment. There is no borrow areas needed for this project and the riprap will come from a limestone rock quarry. The purpose of this project is to stabilize the shoreline of Rock Creek Lake

  • Little Walnut Creek Stream and Wetland Mitigation Bank (CEMVR-RD-2023-0482)

    Expiration date: 5/18/2023

    The bank sponsor proposes to complete activities on 90 acres of publicly owned property that would result in the establishment of both stream and wetland mitigation credits. The goal of this project is to restore 2,333 linear feet of Little Walnut Creek and four adjacent tributaries to generate an initial estimate of 98,194.45 stream credits. The bank sponsor proposes to use many different in-stream methods to aid in restoring these portions of stream, including re-meandering it to restore natural sinuosity to the channel and decrease the slopes. The sponsor also proposes to improve floodplain connectivity, install floodplain benches, and improve habitat by creating wood riffles and toe wood within the stream. Improvements to the riparian buffer include vegetation management to remove invasive species and promote native species diversity. Another goal of this project is to enhance an adjacent wetland and wetland buffer to generate an initial estimate of 7.85 emergent wetland credits. A wetland delineation has not been completed on this site but will be completed prior to the submission of the draft mitigation bank instrument.

  • Union Pacific Railroad (CEMVR-RD-2019-1371)

    Expiration date: 5/3/2023

    The proposed project includes the removal and replacement of an existing railroad bridge across the Wapsipinicon River at Milepost 33.31 on the Clinton Subdivision. The proposed replacement bridge will occupy the same general footprint as the existing bridge. Dimensions of the new structure will be approximately 376.5-feet in length by 36-feet in width. Temporary bridges will be constructed to the north and south of the existing bridge for construction equipment access and will be removed upon project completion. An existing roadway off of US Highway 30 will be used, however, it will be permanently widened to accommodate vehicle and construction equipment access. Equipment/material staging will be located in a fallow agricultural field located to the southwest of the bridge. Construction of the new bridge will include temporary cofferdams, grading, and the installation of two new piers as support structures. Impacts from this project include approximately 0.098-acres of permanent stream impact from pier construction and 1.29-acres of temporary stream impact from construction and temporary bridges. Permanent impacts to adjacent wetlands will include 3.0total acres. Of this 3.0-acres, 2.45-acres of forested wetland will be temporarily impacted by construction and converted to emergent wetland after project completion. Though temporary, this conversion will be counted as a permanent impact due to the loss of functions and services. The remaining 0.55-acres of forested wetland will be permanently affected by fill material and will not be converted to another type of wetland following the project. Temporary impacts to additional emergent and scrub-shrub wetlands will include approximately 4.25-acres. These disturbed areas will be returned to pre-construction conditions following completion of the project.

  • Muscatine Island Levee District–Economic Development Administration Funded Levee Superiority–Muscatine, IA Funded Hardened Controlled Overtopping Structure (Public Notice ID #2021-0014)

    In compliance with 33 USC 408 (Section 14 of the Rivers and Harbors Act of 1899; hereinafter Section 408), Economic Development Administration and Klingner & Associates PC request permission on behalf of Muscatine Island Levee District to modify the Muscatine Island Levee, an existing federally authorized FRMP. The existing Muscatine Island Levee District FRMP consists of approximately fourteen miles of earthen embankment, mainstem, and tie-back levees. Muscatine Island Levee District proposes a Levee Improvement Project on a three-mile reach of the mainstem levee (Feature 1, Figure 1), to be funded by the Economic Development Administration, and a Hardened Controlled Overtopping Structure at the downstream end of the levee (Feature 2, Figure 1).

  • Missouri Stream Mitigation Method (MSMM)

    REQUEST FOR COMMENTS FOR MISSOURI STREAM MITIGATION METHOD (MSMM) - The U.S. Army Corps of Engineers Districts within the State of Missouri (Kansas City, Little Rock, Memphis, Rock Island, St. Louis) (Corps) initially finalized the MSMM on March 1, 2007. The MSMM is the primary tool the Corps uses to determine the amount of stream impacts and the appropriateness of compensatory mitigation proposals for Department of the Army permit actions within the State of Missouri. This updated revision of the MSMM will enhance the Corps ability to protect the Nation’s aquatic resources, while allowing reasonable development through fair, flexible and balanced permit decisions. The MSMM was further developed and modified using best available information and scientific concepts on May 29, 2013, and the Corps is planning to update the MSMM again. Thus, the Corps is requesting public comment on the most recent draft version of the MSMM.

  • City of Waukee (CEMVR-RD-2023-371)

    The Applicant has proposed to construct a new 22-acre impoundment for regional storm water management. The new pond will involve the excavation of 295,000 cubic yards of soil throughout the stream channel and ponded are which will allow the area to reach the depth needed to attain the storage goals. A new 434-foot-long pipe will be installed underneath 6th Street to allow the passage of water and at the end a rock splash basin will be built to dissipate the energy of the water. The side slopes of the pond are proposed to be at a 3:1 slope.

  • Illinois Department of Transportation - District 6 (CEMVR-RD-2022-1617)

    Expiration date: 5/3/2023

    This project consists of removing and replacing the structure (SN 009-0001) that spans over the Illinois River and Curry Lake as well as the reconstruction of the roadway approaches and the 6th Street/US 67 intersection near Beardstown, IL. The proposed structure (SN 0090504) will be built approximately 162 feet west (downstream) from the existing bridge and will be 16 spans consisting of 4 units and will use steel web plate girders. Unit 1 will be 64 inches web plate girders, Unit 2 will be 128 inches web plate girders, and Unit 3 & 4 will be 82 inches web plate girders. The substructure will be drilled shafts. The total length of the structure will be 3,563 feet to 9 inches. The existing structure will be demolished after the proposed roadway and structure are constructed and open to traffic. Riprap will be placed for erosion control and scour protection.

  • Adair County Conservation Board (CEMVR-RD-2023-0064)

    The applicant proposes to level and slope then place erosion stone along the entire shoreline of Lake Orient, approximately 4,689 linear feet, for bank stabilization. After the bank has been stabilized, grass seed will be placed on the exposed dirt to help further prevent erosion. The applicant also proposes to place approximately 4,500 square feet (0.1 acres) of rip rap at a water depth of 8 feet for fish habitat enhancement.

  • Re-issuance of Regional General Permit 26 Emergency Reconstruction and Repair Activities for Flood Damaged Areas in all Waters of the United States in the State of Illinois (CEMVR-RD-2022-0504)

    The District Engineer, Rock Island District, Corps of Engineers, is proposing to re-establish this regional general permit for emergency flood repair fills and for proposed emergency repair measures for flood damaged areas. In the past, the regional general permit was only authorized for work in waters of the United States associated with emergency reconstruction and repair activities in counties declared flood disaster areas by the State of Illinois. Regional General Permit 26 is being proposed to include emergency flood repairs in counties in the State of Illinois, regardless of whether a federal disaster has been declared. It will be in effect for a period of 5 years, at which time it will be re-evaluated. There were no individual projects authorized under Regional General Permit 26 between the period May 15, 2017, and May 15, 2022, in Rock Island District. There was one (1) individual project authorized under Regional General Permit 26 between the period May 15, 2017, and May 15, 2022, in St. Louis District. Chicago, Memphis, and Louisville Districts did not participate in Regional General Permit 26 in the previous 5 years but Chicago and Memphis Districts are participating in this re-establishment of RGP 26.

  • Mar-Ops South LLC (CEMVR-RD-2022-0863)

    Expiration date: 3/11/2023

    This is the second public notice, the project location, amount of clean aggregate fill, amount of material removed, and impacts have changed slightly – moved 300 feet to the south, see exhibits. The applicant is proposing to install a replacement dock and one dolphin along the east bank of the Illinois River. The dock will be approximately 700’ long (wall facing river)with a wing on the south end and a wing going back into the bank on the north end. Approximately 12,210 cubic yards of clean aggregate fill will be placed behind river facing wall. The dolphin will be installed approximately 155’ north of the replacement dock. Mechanical dredging, excavating with a crane and clam shell bucket, will remove approximately 37,000 cubic yards of material which will be trucked to upland area. Roads to the existing dock will remain the same but new gravel or pavement will be placed prior to operation. The project will impact approximately 0.87 acres of forested wetland, trees will be removed on the southern end of the bank where the replacement dock will be located. The purpose of the project is to provide an area to facilitate loading and unloading of dry and liquid commodities on the Illinois River near Hennepin, Illinois.

Approximately 2.4-acres of forested wetland will be converted to emergent wetland during construction activities, while 0.34-acres of forested wetland will be permanently affected by fill material. Temporary impacts to additional emergent, scrub-shrub, and forested wetlands will include approximately 4.05-acres. These disturbed areas will be returned to pre-construction conditions.

  • Mozart Properties, LLC (CEMVR-RD-2022-0844)

    Project location: Southwest corner of NW 86th Street and NW 70th Avenue, unnamed tributary to Beaver Creek, The applicant proposes to construct a new 34-acre residential development, including associated roadway, utility infrastructure, and re-grading of the on-site pond, at the southwest corner of NW 86th Street and NW 70th Avenue, Johnston, Iowa. The project will impact 1.42 acres of wetland and 1,330 linear feet of waters of the U.S. A 275 feet long dam with a 15 feet wide top will be constructed at the on-site pond. Twin 60” reinforced concrete pipe culverts will be installed along the north tributary to accommodate roadway construction. Approximately 190 feet of the north tributary will be relocated to accommodate the twin culverts and roadway embankment. Streambank stabilization will be placed along 190 feet of the relocated north tributary and at several other locations on the north and south tributaries.   • City of Marengo, Iowa (CEMVR-RD-2021-0328)

    The project is located east of the City of Marengo in Iowa County, Iowa. The project is located in Section 29, Township 81 North, Range 10 West ending in a tributary to Iowa River.  408 Request: In compliance with 33 USC 408 (Section 14 of the River and Harbors Act of 1899: hereinafter Section 408), the Marengo Wastewater Facility currently discharges into a back water of the Iowa River and, requested permission to modify the Marengo Levee, an existing Federally authorized flood risk management project situated along the Iowa River. The proposal includes a force main being constructed through the levee. Project Description: The applicant proposes to construct a new building to house the UV disinfection and effluent pumps. This involves moving the discharge from current location in an unnamed creek to a new location. This move is to improve the stream quality at the current discharge point and meet ammonia discharge requirements from the existing lagoon process. Effluent lift station/UV building approximately 30 feet x 40 feet and new 1-mile long 12-inch diameter force main in open cut to Iowa River.   • Release of the Interim Draft of the National Ordinary High Water Mark Field Delineation Manual for Rivers and Streams

    The U.S. Army Corps of Engineers (USACE) and EPA (the Agencies) jointly announce the availability of the Interim Draft of the National Ordinary High Water Mark Field Delineation Manual for Rivers and Streams (National OHWM Manual) and its accompanying data sheet. The Interim Draft National OHWM Manual provides draft technical guidance for identifying and delineating the OHWM using a scientifically supported, rapid framework. The Agencies are requesting comments and feedback from the public and practitioners on the Interim Draft of the National OHWM Manual via the public notice linked below. Following the public comment period and additional field testing, comments and feedback received from the public and practitioners will be utilized to further refine the Interim Draft of the National OHWM Manual for clarity, consistency, and technical accuracy. The one-year testing and comment period ends on December 1, 2023. A final version of the National OHWM Manual is anticipated to be published during 2024.

    The proposed project is located on a 380-acre parcel of property located between Old Portland Road and Highway 169 in Section 6, Township 78 North, Range 27 West, Dallas County, Iowa. The Applicant has proposed to construct a new residential subdivision consisting of townhomes and single-family lots to support the expansion of the West Des Moines area. The proposed project will include utilities such as sewer and water, new roads, sidewalks, and other paths, grading for lots, several new culverts, outfall structures, bank stabilization and a new storm-water detention bason.   • Lucas Farms, LLC (CEMVR-RD-2018-1281)

    Expiration date: 1/5/2023

    Proposed project is located in wetlands and on an unnamed tributary to White Breast Creek in Section 30, Township 72 North, Range 22 West, in Lucas County, Iowa, approximately 1.3 miles southeast of the town of Lucas. Latitude 41.007674, Longitude -93.446213. UTM Zone 15, NAD 83. This project was advertised in 2019, however it was withdrawn due to the lack of a stream and wetland mitigation plan. The proposed project description remains the same. The Applicant, Lucas Farms, LLC has proposed to construct an earthen dam that will create a lake approximately 56-acres in size for recreational use, such as swimming, boating, fishing and hunting. The proposed embankment is approximately 600 feet long, 52.5 feet tall and 20 feet wide, and would include an emergency spillway and upstream settling pond. The proposed primary spillway will include two, twin 330 feet long RCP culverts and will empty into the unnamed tributary. The proposed lake will be about 50 feet deep at its deepest point.     In accordance with the Corps of Engineers lead district initiative in the State of Missouri, the Kansas City District is issuing this public notice jointly with the other Corps of Engineers Districts that have regulatory responsibilities within the State of Missouri. Each of the Missouri Corps Districts are issuing this public notice as notification of the intent to renew this permit for another five-year term. NOTE: This authorization was previously known as Regional General Permit 35 in Rock Island District.

  • Legacy Marine (CEMVR-RD-2022-1089)

    The applicant proposes to place floating dock facility for repair and maintenance of towboats and floating equipment.   • Auen Waterfowl Production Area/Blackhawk Marsh (CEMVR-RD-2022-1522)

    Expiration date: 12/10/2022

    The applicant IDNR leases this area from the United States Fish & Wildlife Service (USFWS). The proposal is to place 2,430 linear feet of bank stabilization in twenty-one locations along Carnarvon Creek. Each location varies in length from 80 linear feet to 180 linear feet, see the attachment for the site specifics. The applicants stated purpose and need is to stabilize the bank to prevent further erosion. Currently, Carnarvon Creek has steep banks on the outside bends resulting in moderate to sever erosion. The bank stabilization efforts will be along the outside bends of the creek channel. The bank will be pulled back to a 4:1 slope and armored with native field stone to a height no greater that 1-foot above base flow. The remainder of the bank will be hydro seeded with native prairie cord grass seed.
