    This is the second 404(b)(1) evaluation for the Brandon Road Interbasin Project. The project location, amount of clean aggregate fill, amount of material removed, and impacts have changed slightly. Many land-based features have moved from the north side of the channel to the causeway on the south side of the channel, see exhibits. The applicant is proposing to change to the Project design by relocating the Automated Barge Clearing (ABC) Deterrent downstream of the approach channel, reducing the width and re-locating the Electric Deterrent closer to the lock, changing the locations of the boat ramps, and expanding the upper portion of the causeway to house support facilities using material excavated from the approach channel.

  • Continuing Authorities Program, Lee County, Iowa, Section 204 Project, Pool 19, Upper Mississippi River Miles 375-381

    The Lee County, Iowa Continuing Authorities Program (CAP) Section 204 Project (Project) is located near Fort Madison and Montrose, Iowa in Pool 19 of the Upper Mississippi River (UMR). The study area for the Project is located immediately downstream from Fort Madison, IA, in Pool 19 between Upper Mississippi River river miles 375 and 381. The term “Study area” refers to the broad planning area and comprises approximately 2,500 acres (Figure 1, outlined in red) of submerged land owned by the Project Sponsor, Lee County Conservation Board (LCCB), in Montrose, IA. The LCCB’s goal for these lands is to protect them for public use, restore island acreage, and improve habitat within the study area. The project purpose is ecosystem restoration under the authority of CAP Section 204 (Section 204, Water Resources and Development Act of 1992, as amended). The four project-specific objectives include 1) Restore topographic diversity to promote emergent wetland vegetation growth as measured by coverage in acres of wetland plants, 2) Restore bathymetric diversity to promote submerged vegetation growth as measured by coverage in acres of wetland plants, 3) Increase fish overwintering habitat acreage, and 4) Increase aquatic plant diversity.

  • East Peoria Drainage and Levee District – Ameren Illinois Natural Gas Pipeline Crossing the Illinois River, East Peoria, Illinois (Public Notice ID #2023-0001)

    Expiration date: 6/21/2024

    The proposed action would include installing a new 20-inch natural gas transmission pipeline under the Illinois River between Peoria and East Peoria, Illinois. Ameren proposes installing a new 20-inch natural gas main that would parallel an existing 1974 vintage 18-inch natural gas main.

    This project consists of mechanical dredging 132,600 cubic yards of deposited spoil and native soils within Lake Keomah.

    The U.S. Army Corps of Engineers, Rock Island District (District), requests your review of the Integrated Feasibility Report and Environmental Assessment (EA) titled, Pool 12 Floodplain Forest Habitat Rehabilitation and Enhancement Project, dated April 2024. The Rock Island District is interested in your review and comments regarding the alternative analysis and project outcomes. The District is also letting the public know how the District plans to meet its environmental compliance requirements.   • City of Des Moines replacing floodwall closure on the Raccoon River levee system (RR-1) (Public Notice ID #2023-0059)

    Expiration date: 5/10/2024

    The existing stoplog style closure structure was constructed around 1995. Recent inspections of the floodwall on the Raccoon River Levee System (RR-1) adjacent to the road closure revealed some deficiencies, and the City of Des Moines is seeking to replace the current closure and adjacent floodwall.

  • Beaver Creek Mitigation Bank (CEMVR-OD-P-2020-0582)

    The bank sponsor proposes to complete activities on 47.66 acres of privately owned property that would result in the establishment of both stream and wetland mitigation credits. The goal of the bank is to restore 5,140 linear feet of North Beaver Creek to generate 53,822 stream credits and restore/enhance onsite wetlands to generate 11.82 wetland credits.

  • Barber Creek Wetland Mitigation Bank (CEMVR-OD-P-2019-1198)

    Expiration date: 4/22/2024

    The bank sponsor proposes to complete activities on 74.35 acres of privately owned property that would result in the restoration and enhancement of both forested and emergent wetland mitigation credits. The goal of the bank is to enhance/restore wetlands and upland buffer to generate 33.5 credits.

  • Bob Durand, Village of Pontoosuc (CEMVR-RD-2024-0070)

    Expiration date: 4/13/2024

    The Village of Pontoosuc, IL is proposing construction to realign a new bridge androadway approaches over Spillman Creek. As part of the earthwork activities associated with the proposedbridge replacement and roadway approach construction (see attached plan exhibits), approximately 1.257 acres of permanent impact to jurisdictional wetland features are anticipated.

  • Merschman Fertilizer Mississippi River Terminal Encroachment Improvements to Burlington North Bottoms Levee (Public Notice ID #2022-0001)

    In compliance with 33 USC 408 (Section 14 of the Rivers and Harbors Act of 1899; hereinafter Section 408), Merschman Fertilizer, LLC has requested permission for encroachments modifying the Burlington North Bottoms Levee, an existing federally-authorized flood risk management project.

    This project will construct an earthen dam across an intermittent stream to create a sediment basin in effort to improve water quality by reducing sediment loads from entering Rathbun Lake.

  • NESP Upper Mississippi River Mooring Facilities

    Expiration date: 4/6/2024

    The Corps is seeking public input on the locations, construction, and future barge use of the proposed mooring facilities. Specifically, the Corps is seeking information on existing significant resources or other environmental, historical, and cultural concerns associated with the Project. The Corps will use the public input to help guide Project decision making. To fulfill the National Environmental Policy Act requirements, the Corps will document and address the public input in an environmental assessment (EA). When the draft EA is complete it will be made available for another public input opportunity.

  • Proposed Renewal of Regional Permit 7 for Linear Transportation Project (CEMVR-RD-2024-0035)

    Expiration date: 2/27/2024

    The Corps proposes to renew Regional Permit 7 for Linear Transportation Project and increase impacts from the previous impact threshold from 1-acre of waters of the U.S. (WUS) to 2.0-acres of WUS, including the loss of up to 1,000 linear feet of stream bed in the state of Iowa.

  • New Melleray Abbey Stream Mitigation Bank (CEMVR-RD-2024-0130)

    Expiration date: 3/6/2024

    The bank sponsor proposes to complete the project in two phases on nearby pieces of property in Dubuque County, Iowa. Both phases of the project will entail the construction of Beaver Dam Analogs (BDAs). A BDA is a human-made complex that is designed to mimic the structure and function of a naturally created beaver dam.

  • Iowa Department of Transportation (CEMVR-RD-2023-1426)

    The Iowa Department of Transportation (Iowa DOT) is proposing to make safetyimprovements to the existing intersection of US Highway 30 (US 30) and County Road R18/L Avenue (Co. Rd. R18/L Avenue), in Boone County, IA. The project will convert the existing at-grade, four-legged intersection into an at-grade offset-T intersection.

  • Ponderosa Wetland Mitigation Bank (CEMVR-RD-2024-0030)

    Expiration date: 2/14/2024

    The bank sponsor proposes to complete activities on approximately 33 acres of privately owned property that would result in the establishment of wetland mitigation credits. The bank proposes to enhance 2 acres of emergent wetland, restore 23 acres of emergent wetland, restore 8 acres of emergent wetland buffer to generate approximately 26 wetland credits.

  • City of Cedar Rapids (CEMVR-RD-2023-0377)

    Expiration date: 2/3/2024

    The City of Cedar Rapids Seeks to improve public use areas and amenities in proximity to Cedar Lake. The current Cedar Lake Trail configuration requires cyclists to use Shaver Road. Due to the private property and existing structures in the area, the proposed project would place fill to extend the shoreline into Cedar Lake for the construction of the trail, a fishing pier, and a jetty.

  • BNSF Railway Company (CEMVR-RD-2023-0585)

    Expiration date: 1/12/2024

    The applicant proposes to replace an existing 1,020-foot-long double track railroad bridge consisting of a multi-span Pratt deck truss style fixed metal bridge supported on concrete piers and abutments over the Skunk River.

  • BNSF Railway Company (CEMVR-RD-2023-1424)

    Expiration date: 1/12/2024

    The applicant proposes to replace an existing 446-foot-long double track railroad bridge consisting of a 5-span Pratt deck truss style fixed metal bridge supported on concrete piers and timber piles over the Grand River.

  • Dallas County Road Department (CEMVR-RD-2023-1493)

    Expiration date: 1/8/2024

    The Applicant proposes to widen and repave D Avenue from the Dallas/Greene County Line south to State Highway 141 near Dawson, Iowa. The project will involve widening the existing foreslope from 3:1 to 4:1 in some locations and raising the existing road to provide additional freeboard. Approximately 2.43 acres of wetland will be impacted by this project through the grubbing and filing of wetlands adjacent to the road.

    The Applicant has proposed to construct a new alignment of EP True Parkway between Wendover Lane to Grand Prairie Parkway for 1.2 miles.

  • Honey Creek Stream Mitigation Bank (CEMVR-RD-2023-1521)

    Expiration date: 12/16/2023

    The bank sponsor proposes to perform stream restoration along reaches of a perennial stream (4,283ft) and two intermittent streams (1,094ft and 981ft) that flow into Honey Creek, then into the Iowa River approximately 2.25 miles downstream from the bank site. The proposed bank site consists of an approximately 72.56-acre parcel with 7,733feet of existing streams along an unnamed tributary of Honey Creek, four miles south of Wapello, within Section 22, Township 73 North, Range 3 West, Louisa County, Iowa.
