  • Holiday Harbor Inc. - 2nd Notice (CEMVR-RD-2021-0409)

    Expiration date: 11/26/2021

    The purpose of the project is barge mooring and fleeting. The proposed work consists of placing 9 concrete block anchors on land, 300 feet apart, along the length of the barge fleeting area, with cables attached to the blocks for the barges to tie up to. The barge fleeting area will be 2,500 feet long and 140 feet wide along the west side of Chillicothe Island, but outside of the navigation channel, from mile marker 180 to mile marker 180.7.

  • Double Eagle Golf, Inc (CEMVR-OD-P-2020-1477)

    Expiration date: 12/1/2021

    The applicant proposes to construct an earthen dam and a pond to provide irrigation to the golf course. Impacts to Waters of the U.S., will occur through the construction of the dam, and inundation and conversion of a stream to a pond. Specifically, this project will involve the loss of approximately 1800 linear feet of perennial stream.

  • Delaware County Wetland Mitigation Bank (CEMVR-RD-2021-1429)

    Expiration date: 12/1/2021

    The bank sponsor proposes to complete activities on 41.3 acres of privately owned property that would result in the establishment of both forested and emergent wetland mitigation credits. The goal of the bank is to enhance/create wetlands to generate approximately 24 wetland credits.

    The U.S. Army Corps of Engineers, Rock Island District, has released for public review, the Dubuque Forced Sewer Main Continuing Authorities Program Section 14 Feasibility Report and Integrated Environmental Assessment. The public is invited to submit comments regarding the alternative analysis and preferred alternative for this project through December 1.
  • Lock and Dam 14 Mooring Cell, Mississippi River Pool 15 Draft Supplemental Environmental Assessment Rock Island County, Illinois

    The US Army Corps of Engineers, Rock Island District (District), requests your review of the Environmental Assessment (SEA) titled, Lock and Dam 14 Mooring Cell, Mississippi River Pool 15, dated October 2021. The District is interested in your review and comments regarding the alternative analysis and the tentatively selected plan for this project to fulfill the requirements of the National Environmental Policy Act.
  • Red Haw Lake (CEMVR-RD-2021-1366)

    Expiration date: 11/12/2021

    The applicant proposes to stabilize the bank of Red Haw Lake by placing rock armoring along the shoreline at four locations for a total distance of 3,680 linear feet; Site 1 = 760 linear feet, Site 2 = 660 linear feet, Site 3 = 760 linear feet, and Site 4 = 1,500 linear feet. Most of the riprap is new and will be placed along the shoreline on a 2:1 slope. The riprap will be 2 feet thick and 5 feet high, with 3 feet below pool elevation and 2 feet above pool elevation. No bank reshaping is required as the shoreline is already at a 2:1 slope. All disturbed areas will be seeded, mulched, and fertilized. The replacement of a deteriorated water control structure is also proposed at the inlet to Red Haw Lake, which is located at the southeastern end of the Lake. The applicant has stated there are no impacts on existing wetlands, no borrow areas, stockpile and staging will occur in existing gravel parking lots, there will be no tree clearing, and existing trees will be preserved and worked around with small equipment. The purpose of this project is to stabilize the shoreline of Red Haw Lake and replace the deteriorating water control structure.

  • Clear Creek Stream Mitigation Bank (CEMVR-RD-2021-0792)

    Expiration date: 11/13/2021

    The bank sponsor proposes to complete activities on city owned property along Clear Creek in Coralville, Iowa that would result in the establishment of stream mitigation credits. The goal of the bank is to restore 6,565 linear feet of two separate reaches of Clear Creek and 2,238 linear feet of Becky’s Creek to generate an initial estimate of 97,781 stream credits.

    The applicant is proposing improvements to include an extension of Interstate Blvd., to serve a new industrial user in The Business Park at Spring Creek Lakes. A regional, consolidated detention pond is proposed in Outlot B to serve the future plat of The Business Park at Spring Creek Lakes.

  • Proposed Issuance of General Permit 38 Linear Transportation Crossings in the State of Illinois

    In accordance with Federal regulations published in the November 13, 1986 Federal Register, under 33 CFR Parts 325.1 to 325.10, the Rock Island District (lead district in Illinois), in conjunction with the St. Louis District, Louisville District, Chicago District, and the Memphis District, propose to issue General Permit 38 which would authorize discharges of dredged or fill material in association with bridge construction activities in waters of the United States within the State of Illinois. This permit would be issued under the authority of Section 404 of the Clean Water Act (33 USC 1344) and Section 10 of the Rivers and Harbors Act of 1899.

  • Clinton Landfill, Inc. (CEMVR-OD-P-2019-0367)

    Expiration date: 10/7/2021

    The applicant is proposing to fill approximately 3,346 linear feet of intermittent stream and approximately .01 acre of emergent wetland located directly to the east of the current landfill. The unnamed tributary will be rerouted into another north-south drainage feature located immediately west of the existing landfill.

  • Ecological Solutions LLC (CEMVR-OD-P-2019-0394)

    Expiration date: 10/1/2021

    The applicant is proposing to expand the existing Eco Hill Landfill. The expansion area contains 3,103 linear feet of jurisdictional perennial tributary and 1.14 acres of jurisdictional emergent wetlands.

  • Osceola County Rural Water System, Inc (CEMVR-RD-2021-0918)

    Expiration date: 9/29/2021

    The applicant proposes to construct a low head dam / rock riffle structure within the channel of the Ocheyedan River. An estimated 0.05 acres of riverbed will be filled as a result and the applicant plans to allow water to flow over the top of the dam structure.

  • Channel Maintenance Dredging, Duck Creek Cut, Mississippi, Pool 13, River Mile 554.3, and Deadman’s Light Cut, Mississippi River, Pool 12, River Mile 568.5

    The U.S. Army Corps of Engineers, Rock Island District (District), requests your review of the Environmental Assessment (EA) titled Channel Maintenance Dredging, Duck Creek Cut, Mississippi, Pool 13, River Mile 554.3, and Deadman’s Light Cut, Mississippi River, Pool 12, River Mile 568.5 and public notice for the proposed discharge of dredged material as required by Section 404 of the Clean Water Act. The purpose of this channel maintenance dredging project is to restore the navigation channel back to standard operating standards.  Restoring the channel would allow commercial navigation to continue with a reliable and safe navigation channel depth and width. The public is invited to submit comments regarding the alternative analysis and preferred alternative for this project through September 30, 2021.

  • Byler Stream Mitigation Bank (CEMVR-RD-2021-1134)

    Expiration date: 9/28/2021

    The bank sponsor proposes to complete activities on 18.30 acres of privately owned property that would result in the establishment of stream mitigation credits. The goal of the bank is to restore 1,844 linear feet of Rapid Creek to generate an initial estimate of 31,448.46 stream credits.

  • Oak Crest Hill Road Wetland Mitigation Bank (CEMVR-OD-P-2019-1487)

    Expiration date: 9/15/2021

    The bank sponsor proposes to complete activities on 81 acres of privately owned property that would result in the establishment of both forested and emergent wetland mitigation credits. The goal of the bank is to enhance/restore wetlands to generate approximately 50 wetland credits.

  • Reissuance of Regional General Permit MVR GP-34M Sand and Gravel Excavation Activities Waters of The U.S. Within the State of Missouri

    The U.S. Army Corps of Engineers, Rock Island District, HAS REISSUED Regional General Permit MVR GP-34M for Sand and Gravel Excavation Activities in Waters of the United States within the State of Missouri under the authority of Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403) and Section 404 of the Clean Water Act (33 USC 1344).

  • Proposed Reissuance of Regional Permit 34 Targeted Water Quality Improvement Constructed/Restored Wetlands In the State of Iowa

    Expiration date: 9/9/2021

    The proposed Regional General Permit (RGP) will authorize work associated with the discharged of dredged and/or fill material into all Waters of the United States, including wetlands, under the jurisdiction of the Rock Island District located within the State of Iowa. This permit may be used on tribal lands within the state of Iowa; however, an individual 401 Water Quality Certification must be obtained from the Meskwaki Nation - Sac and Fox Tribe of the Mississippi in Iowa and the Winnebago Tribe of Nebraska in Iowa, as applicable, for the use on tribal lands, prior to authorization.

  • Green Meadow Stormwater Detention (CEMVR-RD-2021-0973)

    Expiration date: 8/20/2021

    This project was originally submitted with the City of Johnston/Ignit Fitness Recreational Complex (MVR-2020-1592) application. As it is a separate and complete project, the project was resubmitted in a new application. The Applicant proposes to construct a regional stormwater detention facility to provide stormwater for the Green Meadow neighborhood and surrounding areas.

  • Mississippi River Project Master Plan with Integrated Environmental Assessment - Upper Mississippi River Watershed Pools 11-22, 9-Foot Channel Navigation Project, Pleasant Valley, Iowa, dated June 2021

    The U.S. Army Corps of Engineers, Rock Island District, has released for public review, the new Mississippi River Project Master Plan with Integrated Environmental Assessment for Pools 11-22 of the Upper Mississippi River. The public is invited to submit comments regarding the alternative analysis and preferred alternative for this project through August 20.

    The applicant proposes to establish an Umbrella Mitigation Banking Instrument that would allow for the future development of both Wetland and Stream Mitigation Banks to generate wetland and stream credits for use by the regulated public to mitigate for unavoidable wetland and stream impacts within the proposed service areas.
