Rock Island District's Construction Branch develops and implements District policy for construction management functions and advises designers and contracting officers on construction and contract management matters. Our goal is to provide quality products and services through state-of-the-art technology, ensuring uncompromised quality to our customers. Our purpose is to manage construction to enhance efficiency, effectiveness, and customer satisfaction with attention to safety, the environment, quality, timeliness, and budget. The EC Division is also responsible for all construction program requirements, including contract administration, quality assurance, construction management, and technical services.
Eastern Area Office
The Eastern Area Office provides supervision, administration, and inspection of all construction, relocation, and major supply contracts within the southern and easternmost portions of the District’s boundaries. The area includes the Illinois Waterway, the portion of the Mississippi River between Lock and Dams 19 and 22, and small portions of the Wisconsin and Missouri Rivers. The office is responsible for daily project engineering activities and onsite quality assurance inspections to ensure compliance with the contract documents. Activities require frequent site visits and direct contractor interface, schedule maintenance, partnering, submittal management, progress payments, official contract documentation, leading preconstruction conferences, attendance at contractor progress meetings, monitoring of contractor activities, quality assurance testing, daily reporting, modification preparation, and more.
Central Area Office
The Central Area Office provides supervision, administration, and inspection of all construction, relocation, and major supply contracts within the northern portions of the District’s boundaries. The area includes the portion of the Mississippi River between Lock and Dams 11 and 19 and small portions of the Wisconsin and Missouri Rivers. The office is responsible for daily project engineering activities and onsite quality assurance inspections to ensure compliance with the contract documents. Activities require frequent site visits and direct contractor interface, schedule maintenance, partnering, submittal management, progress payments, official contract documentation, leading preconstruction conferences, attendance at contractor progress meetings, monitoring of contractor activities, quality assurance testing, daily reporting, modification preparation, and more.
Western Area Office
The Western Resident Office is also fully staffed providing supervision, administration, and inspection of all construction, relocation, and major supply contracts within the westernmost portions of the District’s boundaries. The area includes the three reservoirs, and portions of the Cedar, Iowa, Des Moines and Missouri Rivers. The office is responsible for daily project engineering activities and onsite quality assurance inspections to ensure compliance with the contract documents. Activities require frequent site visits and direct contractor interface, schedule maintenance, partnering, submittal management, progress payments, official contract documentation, leading preconstruction conferences, attendance at contractor progress meetings, monitoring of contractor activities, quality assurance testing, daily reporting, modification preparation, and more.
