Project Description: Repairs to Joint Drainage District No. 1 Main Open Ditch - Kossuth & Palo Alto County, Iowa.
A. Project Purpose: The purpose of the project is to repair severe bank damages, and tile extension and surface drain damages on the Main Open Ditch of Joint Drainage District No. 1 (Kossuth and Palo Alto County, Iowa). The pipes serve as outlets to subsurface drainage tile and as surface drains which allow surface runoff to enter the constructed channel while protecting its banks from erosion. They are necessary to keep operational. The bank damages were primarily sustained during a severe localized flood event in May of 2023. We have identified the damage sites in greatest need of repair, where the banks have currently failed and are susceptible to additional subsequent damages. It is necessary to stabilize the banks to prevent further damage. It is also the legal responsibility of the drainage district to keep this facility (the Main Open Ditch) in good repair.
B. Project Description: The project is to place approximately 7,913 Tons of Class E (Iowa DOT) Riprap on approximately 7,913 linear feet of ditch bank on the Main Open Ditch. Additionally, to cut the damaged ends off approximately 29 tile extension and surface drainpipes and replace approximately 638 feet of 12" to 24" diameter corrugated metal pipe (CMP) tile extension and surface drainpipes. The riprap will be placed on approximately the lower 6 vertical feet of re-shaped ditch bank at a thickness of approximately 18 inches. See details in supporting information. The riprap will not infringe upon the design cross section of the ditch. Disturbed areas will be reseeded. The project includes riprap, pipes, bank shaping.
C. Permit Area: The permit area includes the No. 1 Main Open Ditch (also known as Lotts Creek), a 30-mile section of this ditch/stream from Fenton, IA near the Kossuth/Palo Alto County line to the Kossuth/Humboldt County line.
D. Previous Authorization: A permit (CEMVR-RD-2022-1769) for Reshaping of Existing Drainage Ditch, No. 1 main Open Ditch, was issued to the Kossuth County Board of Supervisors on 1/13/23.
E. Avoidance and Minimization: The applicant is only repairing the most severely damaged sites. Damages were identified on approximately 40,000 linear feet of ditch bank. They have limited the scope of the project to the most severe damages in need of immediate attention.
F. Impacts/Mitigation: No mitigation is proposed for this project because there will be very minimal loss of stream bed from the fill placement for bank stabilization along the drainage ditch. The Rock Island District does not typically require mitigation for bank stabilization activities involving one side of a stream bank.
