WATERWAY AND LOCATION: The project would affect waters of the United States associated with Easter Lake. The project is located in multiple areas of Easter Lake, an impoundment of Yeader Creek in Section 25, Township 78 North, Range 24 West; at Latitude 41.542746 and Longitude -93.55577; in Des Moines, Polk County, Iowa.
EXISTING CONDITIONS: In 2015, the Corps permitted approximately 18,500 linear feet of bank stabilization at multiple locations as part of a large restoration project on Easter Lake. Several less impactful methods were attempted to stabilize the banks of the lake but were not successful. Currently there are several shoreline areas of the lake that are actively eroding and others than have yet to be stabilized. This project is proposed to address the failing banks and to stabilize other areas in need of repairs.
PROJECT PURPOSE:
- Basic: Prevent erosion
- Overall: The overall project purpose is to prevent additional erosion of the Easter Lake shoreline.
PROPOSED WORK: The applicant requests authorization to place riprap at various locations on Easter Lake;
- 3,475 feet of new bank stabilization will be installed at new locations around Easter Lake. These are locations that have not been stabilized in the past.
- Approximately 1,750 linear feet of stabilization that was placed in the past will be removed and replaced with riprap. These maintenance locations will replace areas that were permitted in 2015 but have since failed.
- A total of 5,225 feet of Easter Lake shoreline will be impacted by this project.
Clearing and grubbing of the shorelines to facilitate the installation of riprap will occur at three locations around the lake. These areas total about 2.17 acres of wooded shoreline. Following the installation of the riprap, areas that were cleared and grubbed will be replanted with similar species that were removed.
Access to each stabilization location will be via land and existing roadways. No additional haul roads will be needed to provide access. Staging areas are previously disturbed sites that will not require additional clearing.
At each riprap location rock will be placed at a 2:1 slope and the shoreline will match the existing hillside. The Applicant will ensure that proper erosion control methods are deployed to prevent excess sedimentation into Easter Lake during construction.
