Proposed Project Information: The U.S. Army Corps of Engineers, Rock Island District (District), proposes to enter into a Programmatic Agreement (PA) with the Illinois State Historic Preservation Office (SHPO) for the routine maintenance and repairs at the Clock Tower Building located in Rock Island, IL. The Clock Tower Building was listed as a contributing element to the National Register of Historic Places (NRHP) Rock Island Arsenal Historic District in 1969 and was designated as a National Historic Landmark in 1988.The District anticipates that the needed routine maintenance and repairs will cause an No Adverse Effect to Historic Properties.
Location: The proposed agreement is for the Clock Tower Building located at 1500 Rock Island Dr., Rock Island, IL. 61201.
National Historic Preservation Act Coordination: The proposed Programmatic Agreement will allow the District to have an expedited Section 106 process under the National Historic Preservation Act (NHPA) and will grant the District the ability to make routine maintenance and repairs more quickly. The expedited process will apply to routine maintenance and repairs included within the PA.
As routine maintenance and repairs at the Clock Tower are Federal Undertakings, they are subject to compliance with Section 106 of the NHPA of 1966, as amended, which requires Federal agencies to take into account the effects of their actions on historic properties. In compliance with regulations implementing Section 106, this notice provides information on a proposed action’s effects on historic properties and offers the public an opportunity to comment.
Interested parties are requested to submit comments by May 21, 2025. This notice is supplemental to any consultation with SHPO under Section 106 of the NHPA.
