WATERWAY AND LOCATION: The project would affect waters of the United States and navigable waters of the United States associated with Des Moines River. The proposed project is located on the right descending bank of the Des Moines River approximately 3 miles northeast of Wayland in 23 Section, 65 N Township, 6 W Range; at Latitude 40.4202 and Longitude -91.5264; in Wayland, Clark County, Missouri.
EXISTING CONDITIONS: Agricultural area within rural northeast Missouri, agricultural field abutting a actively eroding stream bank of the Des Moines River.
PROJECT PURPOSE: The purpose of this project is to stabilize the riverbank where erosion is actively occurring along this section of the Des Moines River.
a. Basic: The basic project purpose is for riverbank stabilization.
b. Overall: The overall project purpose is to stabilize the streambank and reduce erosion along the Des Moines River which in turn will protect the adjacent Des Moines-Mississippi Levee District No. 1 levee system.
PROPOSED WORK:
a. The applicant requests authorization to install twelve stream barbs to re-direct the river flow away from bank as it is causing erosion to agricultural field and ultimately the Des Moines Mississippi Levee District No. 1 levee system. The twelve barbs will be installed within the footprint of 3,000 feet of riverbank and will be installed in-stream within 0.96 acres of the river; angled in the upstream direction, will be 60-70 feet in length and 40-50 feet wide at widest point and spaced approximately 300 feet apart. Excavation will occur along the existing western bank to tie in the barbs. No channel realignment is included in this project.
b. The permit area includes the footprint of the 12 stream barbs (0.96 acres total area) spaced 300 feet apart, located within 3,000 feet of the Des Moines River. The project is located 9 miles upstream of the Des River confluence with the Mississippi River in rural Clark County, Missouri.
c. No previous Corps permit authorizations have been issued at this project location.
d. There is no known wetland impacts associated with this project. Impacts associated with this project will be a minimal loss of stream bed from the rock fill placement for 12 stream barbs within and along the bank the Des Moines River.
