The US Army Corps of Engineers, Rock Island District (District), requests your review of the Draft Environmental Assessment (EA) titled, Public Law 84-99 Sny Island Drainage and Levee District Reach 1 2023 Flood Event, Mississippi River Miles 306 – 308, Pike County, Illinois, (Project) dated May 2025. The District is interested in your review and comments regarding the project analysis and outcomes for this Project to fulfill the requirements of the National Environmental Policy Act.

The draft EA is available for public review 28 May 2025 to 12 June 2025. Comments may be submitted via email to: CEMVR_Planning@usace.army.mil, or by writing to the address below with the title of the Project. PROJECT INFORMATION
The Sny Island Levee Drainage District Reach 1 was damaged in two locations during the 2023 spring flood event. Repair Area One (approximately Station 492+00 to 507+00) and Repair Area Two (approximately Station 527+00 to 537+00) sustained significant sand boils and seepage during the flood event. If left unrepaired, sand boils and seepage can compromise levee stability through internal erosion, increased pressure, settlement of levee materials, and undermining the levee foundation.

Measures and features proposed for the Project would include:

  • Excavating the two sand boils to the bottom of the clay blanket and recompacting with impervious fill
  • Constructing a 250-foot wide by 1,500-foot long seepage berm at Repair Area One
  • Constructing a 150-foot wide by 1,000-foot long seepage berm at Repair Area Two

The purpose of this EA is to document existing conditions, evaluate potential impacts associated with each alternative, and assist in planning and decision making for the Sny Island Drainage and Levee District Reach 1 2023 Flood Event Repair Project.
