  • Lewis County Stream & Wetland Compensatory Mitigation Bank Proposal (CEMVS-2025-213)

    Expiration date: 5/15/2025

    The St. Louis District and Rock Island District share the Central Plains/Cuivre/Salt Ecological Drainage Unit Service Area for this bank proposal and therefore will be requesting comments from both areas of responsibility. This service area will provide mitigation options for applicants in both Districts. The Sponsor (Sunflower Enterprise) has submitted the Lewis County Stream and Wetland Mitigation Bank prospectus, which proposes two alternative mitigation bank options/concepts.

  • U.S. Army Corps of Engineers (CEMVR-OD-P-2014-1163, 1164, 1165, 1166)

    Expiration date: 1/25/2025

    The U.S. Army Corps of Engineers (USACE), Rock Island District (District) proposed project, dredge material placement, is located on the Upper Mississippi River between river miles (RM) 300 and 614 within the states of Missouri (MO), Illinois (IL), Iowa (IA), and Wisconsin (WI). Dredging and material placement is required at numerous locations in this reach of the river.

  • Middle Fork Salt River Wetland & Stream Mitigation Bank

    Expiration date: 12/5/2024

    This notice is issued in accordance with the Compensatory Mitigation for Losses of Aquatic Resources; Final Rule (the Mitigation Rule) described in the Federal Register dated April 10, 2008, (33 CFR Parts 325 and 332). The St. Louis District and Rock Island District shall utilize the portions of the Central Plains / Cuivre /Salt Ecological Drainage Unit (EDU) and the Central Plains / Des Moines EDU located within Missouri for this bank proposal. This service area will provide mitigation options for applicants within the St. Louis District and Rock Island District.

  • Cottonwood Stream Mitigation Bank (CEMVR-RD-2024-0746)

    Expiration date: 8/17/2024

    The bank sponsor proposes to complete activities on 35.70 acres of privately owned property that would result in the establishment of stream mitigation credits. The goal of this project is to restore 3,090 linear feet of Cottonwood Creek to generate an initial estimate of 27,325 stream credits.

  • IMPLEMENTATION OF THE UPDATED MISSOURI STREAM MITIGATION METHOD (MSMM)

    THIS NOTICE IS AN INFORMATIONL NOTICE ONLY -- NO COMENTS ARE REQUESTED. The U.S. Army Corps of Engineers Districts within the State of Missouri (Kansas City, Little Rock, Memphis, Rock Island, St. Louis) (Corps) adopted the Missouri Stream Mitigation Method (MSMM) on March 1, 2007, revised on May 29, 2013. The MSMM is the primary tool the Corps has used for the evaluation of stream impacts and mitigation proposals for Department of the Army permit actions within the State of Missouri. The September 2023 updated revision of the MSMM will enhance the Corps’ ability to protect the Nation’s aquatic resources, while allowing reasonable development through fair, flexible and balanced permit decisions. With this notice, the Corps is announcing the final September 2023 MSMM and will begin using it immediately subject to the transition provisions.

  • STATE OF MISSOURI ISSUANCE OF REGIONAL GENERAL PERMIT 41 (GP-41) FLOOD RECOVERY/REPAIR ACTIVITES – STATES OF MISSOURI (CEMVR-OD-P-2017-1263)

    The U.S. Army Corps of Engineers, Rock Island District, HAS ISSUED GP-41, authorizing the protection and the repair of existing damaged structures, damaged land areas, and damaged fills that were previously authorized by a Department of the Army (DA) permit. GP-41 is issued under the authority of Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403) and/or Section 404 of the Clean Water Act (33 USC 1344). The GP-41 authorizes disaster recovery and repair activities within the Rock Island District’s regulatory boundary within the State of Missouri, provided that the project proponent, contractor, etc. complies with all general, special and water quality certification conditions included in GP-41. Additionally, GP-41 does not obviate the project proponent from obtaining other Federal, state, and/or local authorizations, required by law, prior to completing the authorized work described in GP-41. The limit of authorization of GP-41 is to those areas within the Rock Island District’s regulatory boundary in Missouri that have been declared a natural disaster area by the governor of the state or by the President of the United States. Other Corps of Engineers Districts with regulatory authority in the State of Missouri will issue a similar Department of the Army permit that authorizes disaster recovery activities specific to each of those districts.

  • Missouri Stream Mitigation Method (MSMM)

    REQUEST FOR COMMENTS FOR MISSOURI STREAM MITIGATION METHOD (MSMM) - The U.S. Army Corps of Engineers Districts within the State of Missouri (Kansas City, Little Rock, Memphis, Rock Island, St. Louis) (Corps) initially finalized the MSMM on March 1, 2007. The MSMM is the primary tool the Corps uses to determine the amount of stream impacts and the appropriateness of compensatory mitigation proposals for Department of the Army permit actions within the State of Missouri. This updated revision of the MSMM will enhance the Corps ability to protect the Nation’s aquatic resources, while allowing reasonable development through fair, flexible and balanced permit decisions. The MSMM was further developed and modified using best available information and scientific concepts on May 29, 2013, and the Corps is planning to update the MSMM again. Thus, the Corps is requesting public comment on the most recent draft version of the MSMM.

  • Proposed Re-issuance of Regional General Permit 41 in Missouri (CEMVR-RD-2017-1263)

    In accordance with the Corps of Engineers lead district initiative in the State of Missouri, the Kansas City District is issuing this public notice jointly with the other Corps of Engineers Districts that have regulatory responsibilities within the State of Missouri. Each of the Missouri Corps Districts are issuing this public notice as notification of the intent to renew this permit for another five-year term. NOTE: This authorization was previously known as Regional General Permit 35 in Rock Island District.

  • Special Public Notice for the Nationwide Permit Issuance, Reissuance, Regional Conditions, Water Quality Certification, for the State of Missouri

    On December 27, 2021, the U.S. Army Corps of Engineers (Corps) published a final rule in the Federal Register (86 FR 73522) announcing the reissuance of 40 existing nationwide permits(NWPs) and one new NWP, as well as the reissuance of NWP general conditions and definitions with some modifications. These 41 NWPs will go into effect on February 25, 2022, and they will expire on March 14, 2026: (See full notice below for complete details) 

  • South River Industrial Levee Subdistrict (CEMVR-RD-2020-1454 & 408-MVR-2021-009)

    Expiration date: 12/17/2021

    The purpose of the project is bank stabilization. High water and flooding have caused continued bank erosion along the Mississippi River (MR) and South River (SR). Bank migration is encroaching on the SIRLS levee systems, mainly the MR levee and the SR levee. Continued migration could drastically impact levee stability and functionality.

  • Reissuance of Regional General Permit MVR GP-34M Sand and Gravel Excavation Activities Waters of The U.S. Within the State of Missouri

    The U.S. Army Corps of Engineers, Rock Island District, HAS REISSUED Regional General Permit MVR GP-34M for Sand and Gravel Excavation Activities in Waters of the United States within the State of Missouri under the authority of Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403) and Section 404 of the Clean Water Act (33 USC 1344).

  • CF Industries Distribution Facilities, LLC (CEMVR-OD-P-2020-1260)

    Expiration date: 10/23/2020

    The applicant proposes to maintenance dredge the existing CF Industries, LLC (CFI) barge dock in Palmyra, Missouri.

  • Proposed Issuance of a Regional General Permit Maintenance of Man-Made Lakes and Ponds

    Expiration date: 6/26/2020

    In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986, Federal Register, the U.S. Army Corps of Engineers, Rock Island District proposes to issue a regional general permit (RGP) which would authorize the maintenance of man-made lakes and ponds. Permitted activities involve sediment removal, wave attenuation structures, shoreline stabilization, and fish and wildlife habitat improvement. The RGP would be issued for a period of 5 years.
