Special Public Notice: Public Notice Announcing the District Engineer’s Intent to Use Emergency Procedures in the States of Illinois and Iowa

Pursuant to Sec. 1 and Sec. 4 of EO 14156, the U.S. Army Corps of Engineers (Corps), Rock Island District has found the request to be subject to emergency treatment pursuant to special permit processing procedures in accordance with 33 CFR § 325.2(e)(4) for the National Energy Emergency established by Executive Order 14156, which was issued on January 20, 2025, and the special processing procedures established by Mississippi Valley Division.

Renewal of Regional General Permit 16 Fill Material Placed in Waters of the United States for Bank Stabilization Activities in the State of Illinois (CEMVR-RD-2025-0054)

Expiration date: 5/9/2025

Rock Island District proposes to re-authorize a regional permit for bank stabilization activities for a period of 5 years to begin around October 15, 2025. The purpose of the Regional Permit is to expedite processing of a number of similar activities which will have minimal adverse impacts to Waters of the United States.

Special Public Notice: The Acceptance of Funds from Illinois Department of Transportation to Expedite Permit Application Review and Jurisdictional Determinations

This Special Public Notice announces the decision of the U.S. Army Corps of Engineers, Chicago, Louisville, Memphis, Rock Island, and St. Louis Districts (Corps) to accept and expend funds from the Illinois Department of Transportation to expedite processing of their Department of the Army (DA) permit applications. This decision follows a previous public noticed issued by the Chicago, Louisville, Memphis, Rock Island, and St. Louis Districts on July 23, 2024, that solicited public comment on the aforementioned funding arrangement.
