Project Overview

Banner Marsh State Fish & Wildlife Area (SFWA) is a leveed wetland management area located on the right descending bank on the Illinois Waterway, downstream of Peoria Lock and Dam and between the towns of Kingston Mines and Fulton, Illinois. Historically, Banner Marsh was a highly productive bottomland lake and marsh that provided valuable habitat for local wildlife and migratory waterfowl. The area was drained for farming, leveed, and then strip-mined during the late 1880s through the mid-1980s, until the Illinois DNR reclaimed and purchased the area. Important habitat was degraded, and opportunity arose to capitalize and maximize the area’s aquatic, marshland, agricultural, and grassland area habitats. This was achieved by providing a reliable perimeter levee which would benefit the local and migratory birds, fish, and other wildlife.

Milestones

  • The Definite Project Report completed in December 2000.
  • The Stage I Contract was awarded in January 1998 and was substantially completed in April 1999. 
  • The Stage II Contract was awarded in September 1999 and was substantially completed in July 2001.
  • The Stage III Contract was awarded in March 2003 and was substantially completed in May 2003.
  • The Operation and Maintenance Manual was completed in 2005.
  • The initial Project Performance Evaluation Report (PER) was completed in 2002.  Supplemental PERs were completed in 2004 and 2014.
  • Inspection of Completed Works was completed in 2017.
  • Performance monitoring continues.
