  • Merschman Fertilizer Mississippi River Terminal Encroachment Improvements to Burlington North Bottoms Levee (Public Notice ID #2022-0001)

    Expiration date: 5/24/2025

    Merschman Fertilizer, LLC altered the Burlington North Bottoms Levee for repairs and improvements to their River Terminal Facility. Following repairs and improvements, Merschman Fertilizer, LLC requested Section 408 permission for modifications to the levee. These modifications included repairing the existing Mississippi River dock and building a new elevator, creating a new walkway, and constructing new mooring dolphins for their terminal facility.

  • Metrolink Ferry East Moline (Public Notice ID #2024-0032)

    Expiration date: 2/19/2025

    The proposed Project would entail construction of a dock with access ramps and pier modifying the East Moline, IL, Levee near The Bend Development. The dock would be 90’ long by 6’ wide, with an aluminum gangway spanning from the fixed landside hinge to a 32-foot by 16-foot floating dock platform, providing access to Channel Cat passenger ferryboat services.

  • MidAmerican Gas Line Replacement under Black Hawk Creek, Waterloo, Iowa (Public Notice ID #2022-0032)

    Expiration date: 2/19/2025

    The proposed project would construct a replacement 12-inch natural gas pipeline under Black Hawk Creek. The replacement is needed because the City of Waterloo intends to remove the Falls Avenue bridge which the existing gas pipeline is attached to. The proposed relocation will require alteration to both the Waterloo, IA – NW – Cedar River RDB/Black Hawk Creek LDB levee and the Waterloo, IA – SW – Cedar River RDB/Black Hawk Creek RDB levee.

  • East Peoria Drainage and Levee District – Ameren Illinois Natural Gas Pipeline Crossing the Illinois River, East Peoria, Illinois (Public Notice ID #2023-0001)

    Expiration date: 6/21/2024

    The proposed action would include installing a new 20-inch natural gas transmission pipeline under the Illinois River between Peoria and East Peoria, Illinois. Ameren proposes installing a new 20-inch natural gas main that would parallel an existing 1974 vintage 18-inch natural gas main.

  • City of Des Moines replacing floodwall closure on the Raccoon River levee system (RR-1) (Public Notice ID #2023-0059)

    Expiration date: 5/10/2024

    The existing stoplog style closure structure was constructed around 1995. Recent inspections of the floodwall on the Raccoon River Levee System (RR-1) adjacent to the road closure revealed some deficiencies, and the City of Des Moines is seeking to replace the current closure and adjacent floodwall.

    In compliance with 33 U.S.C 408 (Section 14 of the Rivers and Harbors Act of 1899; hereinafter Section 408), The Illinois Department of Transportation (IL DOT) has requested permission to modify the Seahorn Drainage and Levee District (D&LD) Levee, an existing federally authorized flood risk management project in Fulton County, Illinois. The proposed project involves the Seahorn D&LD located on the right descending (west) bank of Otter Creek about 0.7 miles upstream from its confluence with the Illinois River. The proposed project location is the bridge carrying IL 100 over Kerton Creek and the Seahorn D&LD, approximately 7 miles south of U.S. Route 136.

  • Proposed Change to Categorical Permissions For Requests To Alter U.S. Army Corps Of Engineers Civil Works Projects in the Rock Island District

    The USACE Rock Island District is soliciting comments from the public, federal, state, and local agencies and officials, Indian Tribes, and other interested parties about a proposed modification to Categorical Permission #5 described herein and in the 2018 PEA. To make this decision, comments are used to assess impacts on endangered species, historic properties, water quality, general environmental effects, and other public interest factors listed above. The District will use the comments to determine the need for a public hearing and the overall public interest in the proposed activity.

  • Muscatine Island Levee District–Economic Development Administration Funded Levee Superiority–Muscatine, IA Funded Hardened Controlled Overtopping Structure (Public Notice ID #2021-0014)

    In compliance with 33 USC 408 (Section 14 of the Rivers and Harbors Act of 1899; hereinafter Section 408), Economic Development Administration and Klingner & Associates PC request permission on behalf of Muscatine Island Levee District to modify the Muscatine Island Levee, an existing federally authorized FRMP. The existing Muscatine Island Levee District FRMP consists of approximately fourteen miles of earthen embankment, mainstem, and tie-back levees. Muscatine Island Levee District proposes a Levee Improvement Project on a three-mile reach of the mainstem levee (Feature 1, Figure 1), to be funded by the Economic Development Administration, and a Hardened Controlled Overtopping Structure at the downstream end of the levee (Feature 2, Figure 1).

  • Illinois Department of Transportation - District 6 (CEMVR-RD-2022-1617)

    This project consists of removing and replacing the structure (SN 009-0001) that spans over the Illinois River and Curry Lake as well as the reconstruction of the roadway approaches and the 6th Street/US 67 intersection near Beardstown, IL. The proposed structure (SN 0090504) will be built approximately 162 feet west (downstream) from the existing bridge and will be 16 spans consisting of 4 units and will use steel web plate girders. Unit 1 will be 64 inches web plate girders, Unit 2 will be 128 inches web plate girders, and Unit 3 & 4 will be 82 inches web plate girders. The substructure will be drilled shafts. The total length of the structure will be 3,563 feet to 9 inches. The existing structure will be demolished after the proposed roadway and structure are constructed and open to traffic. Riprap will be placed for erosion control and scour protection.

LOCATION: The proposed project is located at the Main Street Bridge crossing Farm Creek in East Peoria, Illinois. REQUESTER’S PROPOSED ACTION: Ameren Illinois owns a 4-inch steel natural gas main hanging beneath the Main Street Bridge, crossing both the East Peoria D&LD and East Peoria Sanitary District Levees, two existing federally-authorized flood risk management projects. The gas main is supported by hangers on the underside of the bridge and is inserted through sleeves in the bridge abutments on each side. A section of the coating on the steel natural gas main intended to prevent corrosion became disbanded from the pipe near the sleeve in the northern abutment. Ameren Illinois plans to replace approximately 15 feet of the 4-inch diameter steel gas main through the existing sleeve in the northern abutment. Work will require a singular excavation within the sidewalk and roadway on the northern abutment. Work will occur within the levee right-of-way but should not impact the levees. REQUESTER’S PROPOSED ACTION: The proposed project would construct a seepage berm along approximately 2.6 linear miles of the mainstem portions of the Sny Island Levee Drainage District Reach 1 Levee in Pike County, Illinois from levee stations 424+00 to 555+00. Seepage and large boils formed in this area during the 2019 Flood. The proposed seepage berm would reduce seepage rates and improve levee slope stability, thus reducing pumping rates. Material to construct this project would come from the existing Cave Hollow Dredged Material Placement Site near River Mile 305.6 within Reach 1 of the Sny Island Drainage Levee District. No additional dredge, borrow, or excavation would be required as this site contains enough material.

  • South River Industrial Levee Subdistrict (CEMVR-RD-2020-1454 & 408-MVR-2021-009)

    The purpose of the project is bank stabilization. High water and flooding have caused continued bank erosion along the Mississippi River (MR) and South River (SR). Bank migration is encroaching on the SIRLS levee systems, mainly the MR levee and the SR levee. Continued migration could drastically impact levee stability and functionality.
