  • Informational Public Notice for: Holiday Harbor Inc. (CEMVR-RD-2021-0409)

    This informational notice is being issued to inform the public that the permit application for the Holiday Harbor, Inc. barge fleeting project, CEMVR-RD-2021-0409, has been withdrawn. The application was withdrawn because the Corps did not receive the required data relevant to the permit application and was not able to evaluate the requested information. No public hearing will be held since this proposed project is no longer an active permit application. The purpose of holding a public hearing would be to gather information necessary for the Corps’ public interest decision that may not otherwise be available.

  • Galena Road Gravel, Inc. (CEMVR-RD-2021-1463)

    Expiration date: 1/17/2022

    The applicant is seeking after-the-fact authorization for relocation of Hallock Creek approximately 150 feet to the west of the original alignment. Hallock Creek broke out of its banks on July 15, 2021, due to extreme rainfall and caused flooding in the area. The bank failed on the east side and flowed directly into the gravel pit. As an emergency measure a new channel was dug to the west of the old channel following approximately the same flow path. The replaced channel was approximately 1,030 feet long, the newly created channel is approximately 1,090 feet long has 5:1 slope and is 5-6 feet wide at base. The primary purpose of the emergency project was to stop continual flow of water into the gravel pit.

  • APPROVED ILLINOIS MITIGATION BANKING STANDARD SERVICE AREAS

    The U.S. Army Corps of Engineers (Corps) Rock Island District, upon review and with the assistance of an Interagency Review Team, which includes the Illinois DNR and U.S. EPA have approved standard service areas in Illinois, Rock Island District area of responsibility only.  The proposed standard service areas have been adopted which provide consistency between and among service areas across the Rock Island District’s area in the state of Illinois for both mitigation banks and in-lieu fee programs. Standard service areas will expedite permitting processes, provide consistency across all banks/in-lieu fee programs, and will better align our district with regional mitigation practices. The standard service area maps have been approved and existing mitigation banks will have an opportunity to notify the Corps of their intent to modify their banking instrument to adopt the new standard service areas. Any bank that wishes to keep its approved and existing service area may do so. Any pending mitigation bank or in-lieu fee program that has not been approved will be required to utilize the new standard service areas. There will be no secondary service areas.

  • Holiday Harbor Inc. - 2nd Notice (CEMVR-RD-2021-0409)

    Expiration date: 11/26/2021

    The purpose of the project is barge mooring and fleeting. The proposed work consists of placing 9 concrete block anchors on land, 300 feet apart, along the length of the barge fleeting area, with cables attached to the blocks for the barges to tie up to. The barge fleeting area will be 2,500 feet long and 140 feet wide along the west side of Chillicothe Island, but outside of the navigation channel, from mile marker 180 to mile marker 180.7.

  • Proposed Illinois Mitigation Banking Service Areas

    The applicant is proposing improvements to include an extension of Interstate Blvd., to serve a new industrial user in The Business Park at Spring Creek Lakes. A regional, consolidated detention pond is proposed in Outlot B to serve the future plat of The Business Park at Spring Creek Lakes.

  • Proposed Issuance of General Permit 38 Linear Transportation Crossings in the State of Illinois

    In accordance with Federal regulations published in the November 13, 1986 Federal Register, under 33 CFR Parts 325.1 to 325.10, the Rock Island District (lead district in Illinois), in conjunction with the St. Louis District, Louisville District, Chicago District, and the Memphis District, propose to issue General Permit 38 which would authorize discharges of dredged or fill material in association with bridge construction activities in waters of the United States within the State of Illinois. This permit would be issued under the authority of Section 404 of the Clean Water Act (33 USC 1344) and Section 10 of the Rivers and Harbors Act of 1899.

  • Clinton Landfill, Inc. (CEMVR-OD-P-2019-0367)

    Expiration date: 10/7/2021

    The applicant is proposing to fill approximately 3,346 linear feet of intermittent stream and approximately .01 acre of emergent wetland located directly to the east of the current landfill. The unnamed tributary will be rerouted into another north-south drainage feature located immediately west of the existing landfill.

  • Ecological Solutions LLC (CEMVR-OD-P-2019-0394)

    Expiration date: 10/1/2021

    The applicant is proposing to expand the existing Eco Hill Landfill. The expansion area contains 3,103 linear feet of jurisdictional perennial tributary and 1.14 acres of jurisdictional emergent wetlands.

    The applicant proposes to establish an Umbrella Mitigation Banking Instrument that would allow for the future development of both Wetland and Stream Mitigation Banks to generate wetland and stream credits for use by the regulated public to mitigate for unavoidable wetland and stream impacts within the proposed service areas.

  • ADM Quincy Facility (CEMVR-RD-2021-0075)

    Expiration date: 4/12/2021

    The purpose of the project is barge dock maintenance dredging (Dock 3). The permittee will perform maintenance dredging activities on the Mississippi River. Approximately 27,000 cubic yards of material will be mechanically removed from 50 feet long by 20 feet wide or 0.02 acre dredging area, to a dredging water depth of 15 feet at flat pool.

    The applicant proposes to maintenance dredge the existing abandon quarry pit access channel in Nauvoo, Illinois.

  • ADM Grain Company (CEMVR-RD-2020-1555)

    Expiration date: 4/4/2021

    The applicant proposes to renew their Department of the Army permit number CEMVR-OD-P-2011-1198 to perform maintenance dredging activities. The purpose of the project is to provide adequate depths for barge loading access at the facility at 280 S. Calhoun St., Morris, IL. An area 500 feet long by 30 feet wide will be mechanically dredged to a depth of 12 to 15 feet.

  • Marquis Land Holdings, LLC (CEMVR-RD-2020-1521)

    Expiration date: 4/9/2021

    Marquis Land Holdings, LLC seeks authorization to construct a new barge dock along the east bank of the Illinois River near Mile Marker 209.2, roughly 1-mile north of Hennepin, Illinois. The proposed dock will facilitate barge loading and unloading of dry commodities and will contain approximately 220-feet of face wall with wings on the north and south ends tying back into the bank.

  • Galena Boat Club (CEMVR-RD-2021-284)

    Expiration date: 3/30/2021

    The applicant proposes to renew their Department of the Army permit number CEMVR-OD-P-2010-1534 to perform maintenance dredging activities. The purpose of the project is to provide adequate depths in an access channel through Harris Slough for recreational boats. An area 1,500 feet long and 25 feet wide will be mechanically dredged to a depth of 5 feet.

  • City of Beardstown (CEMVR-RD-2021-0027)

    Expiration date: 3/10/2021

    The current request is a modification of Department of the Army authorization (CEMVR-OD-P-2014-821). The Beardstown Marina currently does not have access to the main channel of the Illinois River at normal pool due to sedimentation from the Sangamon River. Maintenance dredging is necessary to make this facility functional.

  • Havana Dock and Rail, LLC (CEMVR-OD-P-2020-1587)

    Expiration date: 1/27/2021

    The purpose of the project is barge dock maintenance dredging. The permittee will perform maintenance dredging activities on the Illinois River. Approximately 25,000 cubic yards of material will be mechanically removed from a 23.3 acre dredging area, to a dredging depth elevation of 420.34 and a water depth of 9.46 feet.

  • Spring Bay Marina (CEMVR-RD-2020-1617)

    Expiration date: 1/5/2021

    The applicant is proposing to dredge/excavate the existing Spring Bay Marina for the purpose of improving boat access. A temporary access path around the perimeter of the marina and a temporary causeway across the mouth of the marina will be constructed to provide access around the marina for dredging/excavation equipment.

  • Ozinga Materials LLC - Clean Construction and Demolition Debris (CCDD) Facility (CEMVR-OD-P-2019-1372)

    Expiration date: 12/11/2020

    The applicant is proposing a to construct a Clean Construction and Demolition Debris (CCDD) Facility within a former quarry along the Illinois River. CCDD facilities accept materials that are not harmful to human health, human safety, or the environment. The proposed facility will accept certified and tested uncontaminated concrete, brick, rock, stone, and dirt. The proposed project will impact 0.71 acres of existing wetland with clean fill material to construct perimeter berms of the South CCDD facility.

  • RiverStone Group, Inc. (CEMVR-OD-P-2020-1283)

    Expiration date: 10/28/2020

    The applicant is proposing to fill approximately two (2) acres of open water on the Mississippi River. This will be done by building a 650-foot-long sheet pile wall and backfilling from the wall to the bank with sand and gravel. Part of the fill will include a concrete filled deadman anchor in order to provide lateral support to the structure. Due to shallow bedrock, driving the sheet pile to full embedment to achieve adequate toe support is not possible.

  • Doug Strom - Pond (CEMVR-OD-P-2020-927)

    Expiration date: 9/16/2020

    The applicant is proposing to impound 652 feet of intermittent stream. This will be done by moving the dam of a previously established pond which has silted in due to sedimentation. The dam will be moved 444 feet northward, therefore extending the size of the impounded area. The proposed project area will submerge 652 feet of intermittent stream, creating an approximate 5-acre pond.
