  • Re-issuance of Regional General Permit 26 Emergency Reconstruction and Repair Activities for Flood Damaged Areas In All Waters of the U.S. in the State of Illinois (CEMVR-RD-2022-0504 )

    The U.S. Army Corps of Engineers, Rock Island District, HAS REISSUED Regional General Permit 26 for work associated with emergency reconstruction and repair activities in all waters of the United States (including rivers, lakes, streams and wetland areas) in the State of Illinois within the regulatory boundaries of the Rock Island District, St. Louis District, Chicago District and Memphis District, under the authority of Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403) and Section 404 of the Clean Water Act (33 USC 1344).

  • Illinois Department of Transportation - District 6 (CEMVR-RD-2022-1617)

    Expiration date: 5/3/2023

    This project consists of removing and replacing the structure (SN 009-0001) that spans over the Illinois River and Curry Lake as well as the reconstruction of the roadway approaches and the 6th Street/US 67 intersection near Beardstown, IL. The proposed structure (SN 0090504) will be built approximately 162 feet west (downstream) from the existing bridge and will be 16 spans consisting of 4 units and will use steel web plate girders. Unit 1 will be 64 inches web plate girders, Unit 2 will be 128 inches web plate girders, and Unit 3 & 4 will be 82 inches web plate girders. The substructure will be drilled shafts. The total length of the structure will be 3,563 feet to 9 inches. The existing structure will be demolished after the proposed roadway and structure are constructed and open to traffic. Riprap will be placed for erosion control and scour protection.

  • Re-issuance of Regional General Permit 26 Emergency Reconstruction and Repair Activities for Flood Damaged Areas in all Waters of the United States in the State of Illinois (CEMVR-RD-2022-0504)

    Expiration date: 3/6/2023

    The District Engineer, Rock Island District, Corps of Engineers, is proposing to re-establish this regional general permit for emergency flood repair fills and for proposed emergency repair measures for flood damaged areas. In the past, the regional general permit was only authorized for work in waters of the United States associated with emergency reconstruction and repair activities in counties declared flood disaster areas by the State of Illinois. Regional General Permit 26 is being proposed to include emergency flood repairs in counties in the State of Illinois, regardless of whether a federal disaster has been declared. It will be in effect for a period of 5 years, at which time it will be re-evaluated. There were no individual projects authorized under Regional General Permit 26 between the period May 15, 2017, and May 15, 2022, in Rock Island District. There was one (1) individual project authorized under Regional General Permit 26 between the period May 15, 2017, and May 15, 2022, in St. Louis District. Chicago, Memphis, and Louisville Districts did not participate in Regional General Permit 26 in the previous 5 years but Chicago and Memphis Districts are participating in this re-establishment of RGP 26.

  • Mar-Ops South LLC (CEMVR-RD-2022-0863)

    Expiration date: 3/11/2023

    This is the second public notice, the project location, amount of clean aggregate fill, amount of material removed, and impacts have changed slightly – moved 300 feet to the south, see exhibits. The applicant is proposing to install a replacement dock and one dolphin along the east bank of the Illinois River. The dock will be approximately 700’ long (wall facing river)with a wing on the south end and a wing going back into the bank on the north end. Approximately 12,210 cubic yards of clean aggregate fill will be placed behind river facing wall. The dolphin will be installed approximately 155’ north of the replacement dock. Mechanical dredging, excavating with a crane and clam shell bucket, will remove approximately 37,000 cubic yards of material which will be trucked to upland area. Roads to the existing dock will remain the same but new gravel or pavement will be placed prior to operation. The project will impact approximately 0.87 acres of forested wetland, trees will be removed on the southern end of the bank where the replacement dock will be located. The purpose of the project is to provide an area to facilitate loading and unloading of dry and liquid commodities on the Illinois River near Hennepin, Illinois.

  • Mar-Ops South LLC (CEMVR-RD-2022-0863)

    Expiration date: 11/24/2022

    The proposed project is located on the Illinois River approximately 1.2 miles north of Hennepin, Illinois, near the intersection of IL Highway 1 and 1150 N Road. On the Illinois River, left descending bank, mile marker 208.8 in Section 4, Township 32 North, Range 2 West, Putnam County. Datum NAD-83. UTM Zone 16. The applicant is proposing to install a replacement dock and one dolphin along the east bank of the Illinois River. The dock will be approximately 700’ long (wall facing river) with a wing on the south end and a wing going back into the bank on the north end. Approximately 6,500 cubic yards of clean aggregate fill will be placed behind river facing wall. The dolphin will be installed approximately 155’ south of the replacement dock. Roads to the existing dock will remain the same but new gravel or pavement will be placed prior to operation. The project will impact approximately 0.13 acres of forested wetland, trees will be removed on the southern end of the bank where the replacement dock will be located. The purpose of the project is to provide an area to facilitate loading and unloading of dry and liquid commodities on the Illinois River near Hennepin, Illinois.

  • U.S. Silica Company (CEMVR-RD-2022-1270)

    Expiration date: 11/4/2022

    The proposed project is located approximately 4 miles west of Ottawa, Illinois on the southeast side of the intersection of 1251st Road and IL Route 71. The project is in LaSalle County, Sections 19, 20, and 29, Township 33 North, Range 3 East. Datum NAD-83. UTM Zone 16. Latitude:41.311859, Longitude: -88.908690. Project Description and Purpose. The applicant is proposing to expand the existing U.S. Silica surface mining operations to the west. The project area is approximately 300 acres, of which approximately 186 acres will be mined. The primary purpose of the project is to expand mining operations to mine below ground sand reserves on U.S. Silica owned property. Previous authorizations include the U.S. Silica South Ottawa project CEMVR-OD-P-404220-2.

  • Zuma Woods Mitigation Bank (CEMVR-RD-2022-0976)

    This notice is issued in accordance with the Compensatory Mitigation for Losses of Aquatic Resources; Final Rule (the Mitigation Rule) described in the Federal Register dated April 10, 2008 (33 CFR Parts 325 and 332).

  • Lafarge-Holcim, LLC. (CEMVR-RD-2021-1478)

    Expiration date: 6/14/2022

    The purpose of the project is barge mooring and fleeting. Install concrete dead-men anchorages at locations along the RDB of the Illinois River to fleet strings of empty and or loaded inland waterway product barges. The upriver dead-men will be located approximately 100 feet inland (northerly) of the RDB shoreline and the down-river dead-men located approximately 210 feet inland (northerly) of the RDB shoreline. Each dead-man would be excavated into the shoreline sediment and or bedrock and filled with cast-in-place concrete. A length of heavy anchor chain would be embedded into each dead-man allowing for the attachment of a length of large diameter wire rope extending to the river and secured to the floating product barge string(s). Two fleeting areas are proposed, with the downriver fleet anticipated to be no larger than l05 feet wide by 400 feet long, with a maximum of 6 barges in a 3-barges wide by 2-barges long configuration, and the upriver fleet anticipated to be no larger than 70 feet wide by 1,200 feet long, with a maximum of 12 barges in a 2-barges wide by 6-barges long configuration. The number of barges would vary based on the scheduled demand of empty or loaded product barges. The down-river fleet is anticipated to extend from approximate River miles 229.15 to 229.23, and the up-river from approximate River miles 229.35 to 229.58.     Expiration date: 5/11/2022

    The applicant is proposing to construct a jetty on the Mississippi River to protect downstream dock from ice flows. The jetty would be approximately 150 feet long and 40 feet wide at the base, approximately 0.14 acres of riverbed would be impacted.   • Special Public Notice for the Nationwide Permit Issuance, Reissuance, Regional Conditions, Water Quality Certification, and Coastal Zone Consistency Determination, for the State of Illinois

    On December 27, 2021, the U.S. Army Corps of Engineers (Corps) published a final rule in the Federal Register (86 FR 73522) announcing the reissuance of 40 existing nationwide permits (NWPs) and one new NWP, as well as the reissuance of NWP general conditions and definitions with some modifications. These 41 NWPs will go into effect on February 25, 2022, and they will expire on March 14, 2026: (see full notice below for complete list). 

  • Informational Public Notice for: Holiday Harbor Inc. (CEMVR-RD-2021-0409)

    This informational notice is being issued to inform the public that the permit application for the Holiday Harbor, Inc. barge fleeting project, CEMVR-RD-2021-0409, has been withdrawn. The application was withdrawn because the Corps did not receive the required data relevant to the permit application and was not able to evaluate the requested information. No public hearing will be held since this proposed project is no longer an active permit application. The purpose of holding a public hearing would be to gather information necessary for the Corps’ public interest decision that may not otherwise be available.

  • Galena Road Gravel, Inc. (CEMVR-RD-2021-1463)

    Expiration date: 1/17/2022

    The applicant is seeking after-the-fact authorization for relocation of Hallock Creek approximately 150 feet to the west of the original alignment. Hallock Creek broke out of its banks on July 15, 2021, due to extreme rainfall and caused flooding in the area. The bank failed on the east side and flowed directly into the gravel pit. As an emergency measure a new channel was dug to the west of the old channel following approximately the same flow path. The replaced channel was approximately 1,030 feet long, the newly created channel is approximately 1,090 feet long has 5:1 slope and is 5-6 feet wide at base. The primary purpose of the emergency project was to stop continual flow of water into the gravel pit.

  • APPROVED ILLINOIS MITIGATION BANKING STANDARD SERVICE AREAS

    Expiration date: 1/10/2022

    The U.S. Army Corps of Engineers (Corps) Rock Island District, upon review and with the assistance of an Interagency Review Team, which includes the Illinois DNR and U.S. EPA have approved standard service areas in Illinois, Rock Island District area of responsibility only.  The proposed standard service areas have been adopted which provide consistency between and among service areas across the Rock Island District’s area in the state of Illinois for both mitigation banks and in-lieu fee programs. Standard service areas will expedite permitting processes, provide consistency across all banks/in-lieu fee programs, and will better align our district with regional mitigation practices. The standard service area maps have been approved and existing mitigation banks will have an opportunity to notify the Corps of their intent to modify their banking instrument to adopt the new standard service areas. Any bank that wishes to keep its approved and existing service area may do so. Any pending mitigation bank or in-lieu fee program that has not been approved will be required to utilize the new standard service areas. There will be no secondary service areas.

  • Holiday Harbor Inc. - 2nd Notice (CEMVR-RD-2021-0409)

    Expiration date: 11/26/2021

    The purpose of the project is barge mooring and fleeting. The proposed work consists of placing 9 concrete block anchors on land, 300 feet apart, along the length of the barge fleeting area, with cables attached to the blocks for the barges to tie up to. The barge fleeting area will be 2,500 feet long and 140 feet wide along the west side of Chillicothe Island, but outside of the navigation channel, from mile marker 180 to mile marker 180.7.

  • Proposed Illinois Mitigation Banking Service Areas

  • Spring Creek Development (CEMVR-OD-P-2021-0858)

    The applicant is proposing improvements to include an extension of Interstate Blvd., to serve a new industrial user in The Business Park at Spring Creek Lakes. A regional, consolidated detention pond is proposed in Outlot B to serve the future plat of The Business Park at Spring Creek Lakes.

  • Proposed Issuance of General Permit 38 Linear Transportation Crossings in the State of Illinois

    Expiration date: 10/28/2021

    In accordance with Federal regulations published in the November 13, 1986 Federal Register, under 33 CFR Parts 325.1 to 325.10, the Rock Island District (lead district in Illinois), in conjunction with the St. Louis District, Louisville District, Chicago District, and the Memphis District, propose to issue General Permit 38 which would authorize discharges of dredged or fill material in association with bridge construction activities in waters of the United States within the State of Illinois. This permit would be issued under the authority of Section 404 of the Clean Water Act (33 USC 1344) and Section 10 of the Rivers and Harbors Act of 1899.

  • Clinton Landfill, Inc. (CEMVR-OD-P-2019-0367)

    Expiration date: 10/7/2021

    The applicant is proposing to fill approximately 3,346 linear feet of intermittent stream and approximately .01 acre of emergent wetland located directly to the east of the current landfill. The unnamed tributary will be rerouted into another north-south drainage feature located immediately west of the existing landfill.

  • Ecological Solutions LLC (CEMVR-OD-P-2019-0394)

    Expiration date: 10/1/2021

    The applicant is proposing to expand the existing Eco Hill Landfill. The expansion area contains 3,103 linear feet of jurisdictional perennial tributary and 1.14 acres of jurisdictional emergent wetlands.
