Dredging and material placement is required at numerous locations in this reach of the river.

  • Brush Creek Mitigation Bank (CEMVR-RD-2024-0649)

    The bank sponsor proposes to complete activities on 68.14 acres of privately owned property that would result in the establishment of stream mitigation credits. The goal of this project is to restore 5,802 linear feet of Brush Creek within the bank boundary to generate an initial estimate of 73,395.30 stream credits.

  • Bay Island PL84-99 CWA

    Expiration date: 8/31/2024

    The Bay Island Drainage and Levee District levee (D&LD) No. 1 system is located in Mercer County, Illinois, along the left descending bank of the Mississippi River, pools 17 and 18, between river miles (RM) 451 and 434. The Bay Island D&LD PL 84-99 Rehabilitation Project (Project) sustained damage from the 2023 flood event in which the levee sustained erosion damage along approximately 10,480 feet of its length. The Bay Island D&LD No. 1 requested rehabilitation assistance on June 16, 2023. The Bay Island D&LD No. 1 is eligible for Federal assistance to repair damages under PL 84-99.

  • Coal Creek PL84-99 CWA

    The Coal Creek Drainage and Levee District levee (D&LD) system is located in Schuyler County, Illinois, along the right descending bank of the Illinois River between river miles (RM) 85.0 and 92.0, across from Beardstown, Illinois. The levee system lies within the LaGrange Pool, a 78-mile reach of the Illinois River, beginning below the Peoria Lock and Dam (RM 157.9) and ending at LaGrange Lock and Dam (RM 80.2). The levee constitutes a portion of the bank of Curry Lake. The Coal Creek D&LD PL 84-99 Rehabilitation Project sustained damage from the 2023 flood event in which the levee sustained erosion damage along approximately 9,950 feet of its length. Damages consist of vertical scour, averaging 18- 24 inches in depth, concentrated at the toe of the levee, and evenly distributed along the length of the damaged area. The elevation of the top of scour approximately corresponds with water elevations during the flood event. The damaged areas had been previously repaired under PL84-99, with those construction activities completed in February of 2023. The D&LD requested rehabilitation assistance on May 18, 2023. The Coal Creek D&LD is eligible for Federal assistance to repair damages under PL 84-99.

    The applicant is requesting a 10-year time extension to the previous December 15, 2014, permit which is set to expire on December 31, 2024. This permit involves the continuation of hydraulic or mechanical dredging of sand and gravel deposits on the property that it owns at this location (Area 1 and Area 2) in Rock Island County, Illinois for the purpose of providing materials for bridge and road construction.

  • US Army Corps of Engineers & Illinois Department of Natural Resources (CEMVR-RD-2024-0685)

    This is the second 404(b)(1) evaluation for the Brandon Road Interbasin Project. The project location, amount of clean aggregate fill, amount of material removed, and impacts have changed slightly. Many land-based features have moved from the north side of the channel to the causeway on the south side of the channel, see exhibits. The applicant is proposing to change to the Project design by relocating the Automated Barge Clearing (ABC) Deterrent downstream of the approach channel, reducing the width and re-locating the Electric Deterrent closer to the lock, changing the locations of the boat ramps, and expanding the upper portion of the causeway to house support facilities using material excavated from the approach channel.

    The Village of Pontoosuc, IL is proposing construction to realign a new bridge androadway approaches over Spillman Creek. As part of the earthwork activities associated with the proposedbridge replacement and roadway approach construction (see attached plan exhibits), approximately 1.257 acres of permanent impact to jurisdictional wetland features are anticipated.

    Project Location: The proposed site is located within Section 29, Township 27 North, Range 9 East, Stephenson County, Illinois. Bank Objectives: The fundamental objective of compensatory mitigation is to offset environmental losses resulting from unavoidable impacts to waters of the United States (WOTUS) authorized by Department of the Army Permits. Other Objectives include restoration of habitat to support native biodiversity, improve aquatic habitat connectivity between stream and Pecatonica River, to compensate for stream losses in a manner which contributes to the long-term ecological functioning of the watershed where the bank is located. Project Description/Bank Establishment: The bank sponsor proposes to complete activities on approximately 34-acres of property owned by Brant Brittman and Susan Trusts. This project would potentially result in the generation of stream compensatory mitigation credits. The goal of this project is to restore 3,031.3 linear feet of stream and establish 33.37 acres of buffer to generate an initial estimate of an initial estimate of 35,404 stream credits.

  • Lower Rock Stream and Wetland Mitigation Bank (CEMVR-RD-2023-1205)

    This notice is issued in accordance with the Compensatory Mitigation for Losses of Aquatic Resources; Final Rule (the Mitigation Rule) described in the Federal Register dated April 10, 2008 (33 CFR Parts 325 and 332). Project Location: The proposed site is located within Section 27, Township 23 North, Range 11East, Pine Rock Township, Ogle County, Illinois.  Bank Objectives: The fundamental objective of compensatory mitigation is to offset environmental losses resulting from unavoidable impacts to waters of the United States (WOTUS)authorized by Department of Army Permits. Other objectives include: support the national goal of nonet-loss of wetlands, enhance existing and create additional wildlife habitat; compensate for wetland and stream losses in a manner which contributes to the long-term ecological functioning of the watershed within which the Bank is located, reduce temporal losses of wetland and stream functions, restore ecological connectivity along the Kyte River riparian corridor, and improving water quality in the Rock River watershed and service area of the bank.

  • Springfield Supplement Water Supply and Aquatic Recreation Project (CEMVR-OD-P-2016-0095)

    Expiration date: 9/25/2023

    The proposed project is located southeast of the existing Lake Springfield and north of Pawnee, Illinois in Section 31 of Rochester Township (see attached map). The proposed earthen dam is located on Horse Creek, approximately 2.3 miles southwest of the confluence of Horse Creek and the South Fork of the Sangamon River. The project area, including the inundation area and surrounding uplands, is expected to be approximately 7,983 acres and lies between Old Route 66 to the west, Cardinal Hill Road to the east, and Carroll Street in Pawnee, Illinois to the South. It is estimated that 71.1 acres of wetland habitat and 241,217 linear feet of stream habitat are potentially jurisdictional waters and are located within the project area. The District Engineer, U.S. Army Engineer District, Rock Island, Illinois is announcing the availability of the Draft Supplemental Environmental Impact Statement (DSEIS) for the City of Springfield (City), City, Water, Light & Power (CWLP) and is evaluating a Department of the Army permit application from CWLP. Permits are issued under Section 404 of the Clean Water Act (Section 404), which regulates the placement of dredge or fill material in the nation’s waters.

  • Realignment of Regulatory Program Areas of Responsibility between Rock Island District and Chicago District

    Effective August 01, 2023, the Corps of Engineers Regulatory Program areas of responsibility between the Rock Island District and Chicago District in Illinois will be changed. This change in boundaries between the two Districts is part of a larger effort to realign the Districts along watershed boundaries in accordance with OPORD 2020-04 (USACE Mission Realignment Implementation). In order to reduce impacts to the public, the Districts have agreed to change the Regulatory boundaries along county lines as opposed to watershed boundaries. To achieve this, the Regulatory Program responsibilities within the four counties of Kendall, Grundy, Kankakee, and Iroquois will be transferred from the Rock Island District to the Chicago District. All of Lee, Dekalb, LaSalle, Livingston, and parts of Ford County will remain in the Rock Island District.

  • Re-issuance of Regional General Permit 26 Emergency Reconstruction and Repair Activities for Flood Damaged Areas In All Waters of the U.S. in the State of Illinois (CEMVR-RD-2022-0504 )

    Expiration date: 6/27/2028

    The U.S. Army Corps of Engineers, Rock Island District, HAS REISSUED Regional General Permit 26 for work associated with emergency reconstruction and repair activities in all waters of the United States (including rivers, lakes, streams and wetland areas) in the State of Illinois within the regulatory boundaries of the Rock Island District, St. Louis District, Chicago District and Memphis District, under the authority of Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403) and Section 404 of the Clean Water Act (33 USC 1344).

  • Illinois Department of Transportation - District 6 (CEMVR-RD-2022-1617)

    Expiration date: 5/3/2023

    This project consists of removing and replacing the structure (SN 009-0001) that spans over the Illinois River and Curry Lake as well as the reconstruction of the roadway approaches and the 6th Street/US 67 intersection near Beardstown, IL. The proposed structure (SN 0090504) will be built approximately 162 feet west (downstream) from the existing bridge and will be 16 spans consisting of 4 units and will use steel web plate girders. Unit 1 will be 64 inches web plate girders, Unit 2 will be 128 inches web plate girders, and Unit 3 & 4 will be 82 inches web plate girders. The substructure will be drilled shafts. The total length of the structure will be 3,563 feet to 9 inches. The existing structure will be demolished after the proposed roadway and structure are constructed and open to traffic. Riprap will be placed for erosion control and scour protection.

  • Re-issuance of Regional General Permit 26 Emergency Reconstruction and Repair Activities for Flood Damaged Areas in all Waters of the United States in the State of Illinois (CEMVR-RD-2022-0504)

    Expiration date: 3/6/2023

    The District Engineer, Rock Island District, Corps of Engineers, is proposing to re-establish this regional general permit for emergency flood repair fills and for proposed emergency repair measures for flood damaged areas. In the past, the regional general permit was only authorized for work in waters of the United States associated with emergency reconstruction and repair activities in counties declared flood disaster areas by the State of Illinois. Regional General Permit 26 is being proposed to include emergency flood repairs in counties in the State of Illinois, regardless of whether a federal disaster has been declared. It will be in effect for a period of 5 years, at which time it will be re-evaluated. There were no individual projects authorized under Regional General Permit 26 between the period May 15, 2017, and May 15, 2022, in Rock Island District. There was one (1) individual project authorized under Regional General Permit 26 between the period May 15, 2017, and May 15, 2022, in St. Louis District. Chicago, Memphis, and Louisville Districts did not participate in Regional General Permit 26 in the previous 5 years but Chicago and Memphis Districts are participating in this re-establishment of RGP 26.

  • Mar-Ops South LLC (CEMVR-RD-2022-0863)

    This is the second public notice, the project location, amount of clean aggregate fill, amount of material removed, and impacts have changed slightly – moved 300 feet to the south, see exhibits. The applicant is proposing to install a replacement dock and one dolphin along the east bank of the Illinois River. The dock will be approximately 700’ long (wall facing river)with a wing on the south end and a wing going back into the bank on the north end. Approximately 12,210 cubic yards of clean aggregate fill will be placed behind river facing wall. The dolphin will be installed approximately 155’ north of the replacement dock. Mechanical dredging, excavating with a crane and clam shell bucket, will remove approximately 37,000 cubic yards of material which will be trucked to upland area. Roads to the existing dock will remain the same but new gravel or pavement will be placed prior to operation. The project will impact approximately 0.87 acres of forested wetland, trees will be removed on the southern end of the bank where the replacement dock will be located. The purpose of the project is to provide an area to facilitate loading and unloading of dry and liquid commodities on the Illinois River near Hennepin, Illinois.

On the Illinois River, left descending bank, mile marker 208.8 in Section 4, Township 32 North, Range 2 West, Putnam County. Datum NAD-83. UTM Zone 16. The applicant is proposing to install a replacement dock and one dolphin along the east bank of the Illinois River. The dock will be approximately 700’ long (wall facing river) with a wing on the south end and a wing going back into the bank on the north end. Approximately 6,500 cubic yards of clean aggregate fill will be placed behind river facing wall. The dolphin will be installed approximately 155’ south of the replacement dock. Mechanical dredging, excavating with a crane and clam shell bucket, will remove approximately 30,000 cubic yards of material which will be trucked to upland area. Roads to the existing dock will remain the same but new gravel or pavement will be placed prior to operation. The project will impact approximately 0.13 acres of forested wetland, trees will be removed on the southern end of the bank where the replacement dock will be located. The purpose of the project is to provide an area to facilitate loading and unloading of dry and liquid commodities on the Illinois River near Hennepin, Illinois.
