  • Bunker Stream Mitigation Bank (CEMVR-RD-2022-1342)

    Project Location: The proposed site is located within Section 9, Township 77 North, Range 24 West, Warren County, Iowa.  Bank Objectives: The fundamental objective of compensatory mitigation is to offset environmental losses resulting from unavoidable impacts to waters of the United States (WOTUS) authorized by Department of Army Permits. Other Objectives include: stabilize streambanks, improve floodplain connection, reduce erosion; enhance and create additional wildlife habitat; restore native vegetation with riparian buffer; sell stream mitigation credits for projects developed by other entities. Project Description/Bank Establishment: The bank sponsor proposes to complete activities on 15.14 acres of privately owned property that would result in the establishment of stream mitigation credits. The goal of this project is to restore 2,333 linear feet of an unnamed tributary to Middle Creek to generate an initial estimate of 31,448 stream credits. The bank sponsor proposes to use many different in-stream methods to aid in restoring these portions of stream, including re-meandering it to restore natural sinuosity to the channel and decrease the slopes. The sponsor also proposes to improve floodplain connectivity, install floodplain benches, and improve habitat by creating rock riffles within the stream. Improvements to the riparian buffer include vegetation management to remove invasive species and promote native species diversity. A wetland delineation was completed in August of 2022. One perennial stream, one emergent wetland, one forested wetland, and one drainageway were identified within the project area.

  • City of Davenport, IA (CEMVR-RD-2022-1296)

    Expiration date: 11/12/2022

    The proposed project is located at the Davenport Compost Facility, 2606 S. Concord Street in Davenport, Iowa. Section 9, Township 77 North, Range 3 East, Scott County, Iowa. The Applicant proposes to construct a 4,355 linear foot levee with a 10-foot top width and 3:1 side slopes to protect the City of Davenport’s Compost Facility and the Davenport Water Pollution and Control Plant from flood waters. Approximately 104,344 cubic yards of fill material will be required to complete the project. As part of this project, a new storm water detention basin and pump station (for storm water only) will be constructed inside the levee and the pump station will have a 493-linear foot, 18-inch diameter outlet pipe that will discharge to the Mississippi River.  

  • U.S. Silica Company (CEMVR-RD-2022-1270)

    The proposed project is located approximately 4 miles west of Ottawa, Illinois on the southeast side of the intersection of 1251st Road and IL Route 71. The project is in LaSalle County, Sections 19, 20, and 29, Township 33 North, Range 3 East. Datum NAD-83. UTM Zone 16. Latitude:41.311859, Longitude: -88.908690. Project Description and Purpose. The applicant is proposing to expand the existing U.S. Silica surface mining operations to the west. The project area is approximately 300 acres, of which approximately 186 acres will be mined. The primary purpose of the project is to expand mining operations to mine below ground sand reserves on U.S. Silica owned property. Previous authorizations include the U.S. Silica South Ottawa project CEMVR-OD-P-404220-2.

  • Notice of Availability of the Beta Streamflow Duration Assessment Method for the Great Plains

    The U.S. Army Corps of Engineers (Corps) Albuquerque, Chicago, Detroit, Fort Worth, Galveston, Kansas City, Omaha, Rock Island, St. Louis, St. Paul, and Tulsa Districts, and the U.S. Environmental Protection Agency (EPA), Regions 5, 6, 7, and 8, jointly announce the availability of the Beta Streamflow Duration Assessment Method (SDAM) for the Great Plains (dated September 2022). The method is a rapid assessment tool to help distinguish between ephemeral, intermittent, and perennial streamflow at the reach scale for the Northern and Southern Great Plains SDAM Regions. The beta SDAM may help provide technical guidance for identifying waters that may be subject to regulatory jurisdiction under Section 404 of the Clean Water Act; however, this method does not alter or change the definition of “Waters of the U.S.” Click the link below to view the full notice.

  • Ameren Illinois gas main replacement above East Peoria Drainage and Levee District and East Peoria Sanitary District Levees (Public Notice ID #2022-0024)

    Interested parties are hereby notified that an application has been received for a Department of the Army Section 408 permission for certain work at or near a federally authorized flood risk management project of the United States, as described below and shown on attached figures. Written comments are being solicited from anyone having an interest in the requested alteration. Comments providing substantive information or a rationale for the commenter’s position are the most helpful. All comments supporting, opposing, or identifying concerns the U.S. Army Corps of Engineers (USACE) should consider in its decisions process are welcome. Comments will become part of the U.S. Army Corps of Engineers (USACE) administrative record and will be considered in determining whether to approve the request. This public notice is not a paid advertisement and is for public information only. Issuance of this notice does not imply USACE endorsement of the project as described. REQUESTER: In compliance with 33 USC 408 (Section 14 of the Rivers and Harbors Act of 1899; hereinafter Section 408), Ameren Illinois requested permission to modify the East Peoria Drainage and Levee District (D&LD) and East Peoria Sanitary District Levees, two existing federally authorized flood risk management projects. LOCATION: The proposed project is located at the Main Street Bridge crossing Farm Creek in East Peoria, Illinois. REQUESTER’S PROPOSED ACTION: Ameren Illinois owns a 4-inch steel natural gas main hanging beneath the Main Street Bridge, crossing both the East Peoria D&LD and East Peoria Sanitary District Levees, two existing federally-authorized flood risk management projects. The gas main is supported by hangers on the underside of the bridge and is inserted through sleeves in the bridge abutments on each side. A section of the coating on the steel natural gas main intended to prevent corrosion became disbanded from the pipe near the sleeve in the northern abutment. Ameren Illinois plans to replace approximately 15 feet of the 4-inch diameter steel gas main through the existing sleeve in the northern abutment. Work will require a singular excavation within the sidewalk and roadway on the northern abutment. Work will occur within the levee right-of-way but should not impact the levees.   • City of Clinton, IA (CEMVR-RD-2021-1076)

    In compliance with 33 USC 408 (Section 14 of the Rivers and Harbors Act of 1899; hereinafter Section 408), the Clinton Regional Wastewater Reclamation Facility currently discharges to Beaver Slough and, requested permission to modify the Clinton Levee, an existing federally-authorized flood risk management project situated along Beaver Slough part of the Mississippi River. The proposal includes adding a 30-inch discharge pipe to the Mississippi River. Modifications to the USACE levee are located at the old municipal sewage treatment plant.

  • Dowd Creek Mitigation Bank (CEMVR-RD-2022-1226)

    The bank sponsor proposes to complete activities on 39.5 acres of privately owned property that would result in the establishment of stream mitigation credits. The goal of this project is to restore 7,808 linear feet of Dowd Creek and 1,510 linear feet of two intermittent streams within the bank boundary to generate an initial estimate of 88,956.30 stream credits.
