In compliance with 33 USC 408 (Section 14 of the Rivers and Harbors Act of 1899; hereinafter Section 408), The City of Dubuque is requested permission to modify the Dubuque, Iowa Flood Control Works Levee, an existing federally authorized flood risk management project in Dubuque County, Iowa.
The proposed project involves the Dubuque, Iowa Flood Control Works Levee and is located near Maus Park Lake along the Mississippi River at approximate River Mile 578.7 in Dubuque, Iowa.
The proposed project would include preparing the existing Maus Lake inlet embankment for equipment access and the trenchless rehabilitation of the existing culvert that serves as the gravity discharge for Maus Park Lake. The proposed rehabilitation would include the installation of a cofferdam and concrete apron on the Maus Park Lake inlet side, and construction of a stop log manual level control at the cofferdam. Additionally, the gatewell sluice gate would be temporarily closed, and existing culvert would be de-watered and cleaned to facilitate condition assessment. Approximately 130 lineal feet of 42-inch diameter segmental steel slip liner with welded or interlocking joints would be installed to secure the pipe to resist buoyancy would be secured, and the annular space would be pressure grouted. Finally, the Maus Lake embankments disturbed by construction would be repaired with erosion stone and vegetation.
